On 3/6/2023 @ 11:00 a.m., Licensing Program Analyst, Joelle Redding, made an unannounced visit to deliver findings on the above referenced allegations and conduct final interviews.

On 12/16/22, Child #1 was not permitted to be in the classroom or participate in classroom activities as a consequence for bringing an unauthorized toy to school. Child #1 was required to sit with staff for a short period in the lobby and the remainder of the morning with the Director on the playground, interacting with other children only outside. During the investigation, LPA determined that Child #1 was never in possession of the unauthorized toy at school as it was turned over to staff at drop off by the adult brought Child #1 to school. Discipline was based on the assumption that Child #1 intended to use the unauthorized toy with ill intent in the classroom, rather then any action or statement on the Child's part. in addition, Child #1 was spoken to in a scolding, frustrated tone and manner based on this assumption.

Based on interviews conducted and review of relevant documentation during the investigation, the preponderance of evidence standard has been met. Therefore the above allegations are found to be SUBSTANTIATED. See LIC 9099D for Type B citation.

NOTICE OF SITE VISIT WAS GIVEN AND WILL REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
