On 12/18/2023 at 11:50am, Licensing Program Analyst (LPA) Selina Siao conducted an annual inspection in classroom 168. Upon arrival, LPA met with Site Director Sharelle Venable, teachers Bindu Sharma and Amy Jones who were entering the classroom from the playground with 23 children. The children proceed to use the restroom and then went onto their napping mats. During the inspection Preschool Operation Supervisor Christine Kutzner and Assistant Director of Preschool, Before and After school ASES program Reggie Webster arrived to assist with the inspection and provide staff records for LPA to review. Facility representatives stated that the program operates Monday through Friday 7:30am-5:30pm. Facility is within staffing ratio. All required notices, forms and license were posted. Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water from an operational water fountain. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of mats which are kept in the classroom and each mat has its own sheet or covering. There is a toilet and sink in the classroom with a toilet and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. The children has the option to eat the school lunch provided by the Poway Unified School District or bring lunch from home. The classroom has sufficient snacks available for the children. Breakfast and lunch menu are posted. Adequate food is available for snacks. Cleaning supplies are kept out of reach of children. Outdoor play area is a fenced playground with rubber cushioning. Climbing structures are securely fixed to the ground. Area has sufficient shade available for children. Equipment is age appropriate for preschool children. Children brings their own water bottles to the playground when they are outside. The playground is free of debris. There is an operational drinking fountain in the classroom. LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is by the Director's desk. Personnel and five children's records were reviewed. All staff members have the required measles and pertussis immunization and completed the online mandated reporter training. All personnel have the required criminal record and child abuse index clearances or exemptions. LPA reviewed Emergency Disaster Plan and the last fire drill was conducted on 12/13/2023.

Facility has an operating carbon monoxide detector in the classroom above the children's cubbies. Facility has at least one staff member that has a valid EMSA approved CPR/FA when children are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

All unusual incident reports shall be submitted to Licensing office via email at SDIncidentReports@dss.ca.gov.

The facility appears to be in substantial compliance. Exit interview conducted and report was reviewed with the facility representative Christine Kutzner.

A notice of site visit was given and must remain posted for 30 days.
