25 | On November 16, Licensing Program Analyst (LPA) William Chancellor and Licensing Program Manager (LPM) Pauline Beschorner conducted a case management visit to address an issue separate from complaint investigation (Complaint Control Number 10-CC-20231012130500) which was conducted.
During the course of the complaint, it was revealed that EES David and Jillian Gilmour Early Education (CCC) began construction on the playground reducing the total amount of outdoor activity space in June without notifying Community Care Licensing (CCL). On 5/25/23, LPA Chancellor visited and issued a citation regarding outdoor activity space. The plan of correction stated that on 6/9/23, Director will email LPA Chancellor photos of a permanent fence separating the sand area from the grass field. However, on 6/12/23 a meeting was organized with CCL and the CEO along with fellow board members to discuss how the site requires bids and grants for funding to make any renovations to the playground. It was further discussed that CCL would need to be notified as plans changed and bids for the renovations were made, neither of these requirements were communicated or updated to CCL.
On June 12 through October 17th, 2023, CCL did not receive a UIR or information from either the Site Supervisor, CEO or Director of Programs and Operations. During this time CCC did not provide a plan to CCL to ensure the health and safety of the children while construction on the playground was taking place. CCL had not been notified of the plan of construction or notified to come out to inspect the space prior to being utilized.
The facility is being cited California Code of Regulations (Title 22, Division 12 & Chapter 1) Section 101212(c) Reporting Requirements.
An exit interview was conducted, and a copy of this report was provided along with appeal rights.
A notice of site visit was also provided and must remain posted for 30 days.
