An informal office meeting was held at the EES David & Jillian Gilmour Early Education on March 29, 2022 at 8:37 AM. Present at the meeting are Licensing Program Manager (LPM) Pauline Beschorner, Licensing Program Analysts (LPA’s) Anastasia Flores and Jessica Rubio facility representatives; Program Director, Sara Salazar and Site Director, Courtney Gay. The purpose of the office meeting was to discuss the following: LPM Beschorner discussed the issues pertaining to the three complaints and one case management received in our office in the past six months.

1) Concerns were discussed with disclosing of the information to our agency even when it is confidential information. LPM discussed working together with Community Care Licensing when changes are being made to the facility with staffing.
2) It was discussed in regard to communication with the staffing and the children’s needs that are in the classroom be sure the teachers that enter the facilities as substitutes or filling in for a teacher are aware of the childrens behaviors if any, to assure their needs are being met.
3) It was discussed in regard to a child obtaining unexplained bruises in care, the possibility of the facility completing health checks upon entry in the childcare center. This would enhance the safety of the children, especially if there are concerns with children that are from different home environments.
4) It was discussed how often the trainings are being completed with the staff and if they are completed in person.
Ms. Salazar and Ms. Gay provided the following information during meeting:
The facility found out that there was a plan of action for the child however with the turnover in staff they were not all aware of the plan on file. The parent was called numerous times to pick up the child since the morning due to early morning behaviors but the parent never showed up. Ms. Salazar documented the calls that were made to the parent. Teacher assistant that observed the behaviors leading up to the incident with the child in December of 2021 owned up to the error that was made on that day and it has led into an improvement in the staffing with the children. In regard to the allegations that occurred in November of 2021 that led to the staffing changes, Ms. Salazar disclosed that the facility was not aware of the changes not being reported to the agency and apologized for the miscommunication, moving forward the facility will stay in contact with the agency.

Ms. Gay informed licensing that she is building a good rapport with the staff and the families of the children to assist with the care of the children and support the staff with any concerns that may arise. It was disclosed that staff have been a lot more diligent in checking the children and reporting to the administation of any concerns to the children in care. Courtney is doing a great job in communicating with the staff and the parents being more interpersonal with the families and the staff.

Ms. Salazar said that she would check with the administration to see if there is a possibility of adding the health and body check to their program.
Ms. Gay and Ms. Salazar stated right now the staff trainings are handled via zoom due to COVID. There are staff meetings completed every other week and the department is also having all staff trainings once a month. The facility is working on the possibility of having the meetings outside, or in person due to COVID being almost behind us.

It was also discussed during the meeting:
The goal is to develop a relationship with our agency and to enhance ability to work together than discovering any issues through a complaint or case management. It was discussed to report even if you feel like it may end up in a complaint. Remember, a substantiated complaint, is not always bad. If we learn together we grow and that is how we move forward.

Ms. Coutney is going on leave soon and the facility is diligently looking for a replacement and will notify the department when the changes occur.

Exit interview was conducted and a copy of this report was issued to Sarah Salazar.
