25 | Licensing Program Analyst (LPA) Vicky Williamson arrived at the facility to conduct a case management inspection to follow up on an incident report. LPA Williamson met with Michelle Parker, Owner. There were 32 infants present with 11 staff.
On March 4, 2019, the Director self- reported an incident of possible personal rights violation that allegedly occurred on March 1, 2019.
On March 1, 2019, it was alleged that staff #1 attempted to give child #1 food that the child dropped on the floor during lunch. It was also alleged that that the same staff member put her foot behind the chair of child #2 who was attempting to get up from the table after finishing lunch in the Baby Bear C classroom. There were also previous incidents that involved staff #1 not engaging with the day children in the classroom. Staff #2 stated that she observed the former staff member pick up food off of the floor that was dropped onto the floor by child #1 and place the food into the child's plate. Staff #2 stated that she advised staff #1 that the food should not be given to the child and at that time staff #1 removed the child from the table. Per Staff #2, child #1 did not touch or eat the food. Staff #2 stated that she also reminded staff #1 that child #2 is finished with lunch and is probably ready to get up from the table. Staff #2 stated that staff #1 removed her foot from the chair and child #2 got up from the table. Staff #2 also stated that she has observed staff #1 not engaging with day care children in the classrooms. Per Owner, Michelle Parker and Administrator Michele Patricola they have never observed the incidents that allegedly occurred involving staff #1 member, but that the incidents were reported to Director Amy Kron and discussed with the staff #1 and documented. Interviews were conducted with the owner, administrator and a staff member. Director and staff #1 were not available to be interviewed during time of inspection. No deficiencies cited during today’s inspection.
