32 | Staff members interviewed stated that the infants are removed from the swings approximately 5 to 10 minutes after falling asleep and are not allowed to nap in the swing. A few staff members stated that the 5 minutes assures that the children are settled and asleep. Staff denied failing to properly observe a daycare child. Staff stated that the needs of daycare children are always met. Staff stated that daycare children are never left crying for long periods of time. Staff stated that if a child is crying the staff present in the classroom would immediately check on the child. Staff stated that if they were in the process of changing a diaper or assisting another child, the staff would ask for assistance from another staff or contact the Director’s office for assistance. Additionally, staff denied feeding a daycare child baby food not appropriate for age and not properly mixing formula. Staff stated that the facility provides Gerber baby food vegetables and fruits, stage one (supported sitters) and stage two (sitters). Some parents bring their own baby food, formula and water. Director stated that if formula, water or baby food is not available for the children that normally provide their own. The parents are contacted immediately, and authorization would have to be given prior to providing that child with any formula, water or baby food from the facility. Staff stated that when mixing baby formula, the water is placed into the baby bottle first and then the appropriate amount of formula. Daycare parents interviewed expressed no concerns in regard to the allegations. Based on evidenced gathered from information received, information obtained from interviews and related documentation reviewed there is no collaborating evidence to provide proof that the alleged allegations occurred. Due to conflicting statements obtained during the course of the investigation, the above allegations are found to be unsubstantiated meaning that although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.
