1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Covid-19 State of Emergency On December 7, 2020 at 9:00 a.m. Licensing Program Analyst (LPA) Leilani Curtis conducted an unannounced Case Management Inspection via Zoom in reference to a parent of a daycare child and a staff member who tested positive for COVID-19 . LPA met with Director Emily Biggers and proceeded to tour the facility. Present today were 59 children and 8 staff members. Appropriate ratios were observed. All staff members have the required background clearances and are associated to the facility. The parent (P1) who was diagnosed positive for Covid-19 did not enter the facility. The child (C1) of P1 was last in the facility on 11/6/20. P1 was tested for Covid-19 on 11/9/20 and notified the facility the same day, 11/9/20. The family began quarantining at home effective 11/7/20. Due to unrelated circumstances the child has not returned to the facility. The staff member (S1) who was diagnosed positive for Covid-19 was last in the facility on 11/20/20. S1 began having symptoms on 11/26/20, took the Covid-19 test on 11/27/20 and received the positive diagnosis on 11/28/20. The facility was notified on 11/28/20. The facility was closed for Thanksgiving break at the onset of S1’s symptoms. This staff member began quarantining on 11/28/20 and has not returned to the facility. The facility was closed for Thanksgiving break from 11/23/20 thru 11/29/20. It reopened on 11/30/20. While the facility was closed it was cleaned and sanitized . The Director states that the Department of Public Health, staff and all parents were notified of the positive Covid-19 case involving the staff member. In addition, the director states that the Department of Public Health advised the facility that notifications were not needed for P1 because the students and staff had no direct contact with that person. A reminder of their Covid-19 protocols and procedures were sent to the staff and parents.

During today's inspection the director notified LPA that she was advised of another positive Covid-19 case. On 12/4/20 a daycare child (C2) took the Covid-19 test and received a positive diagnosis on 12/5/20. The facility was notified the same day, 12/5/20. C2 was last in the facility on 12/2/20. Per the recommendation of the Department of Public Health the affected classroom is closed and will remain closed thru 1/3/21, reopening on 1/4/21. The children and staff in this classroom are under quarantine. The classroom was been deep cleaned and sanitized. All staff and parents with children enrolled at the facility were notified of this latest case.

No deficiencies are cited.

A Covid-19 virtual Technical Assistance Visit was conducted with the facility on June 8, 2020. LPA emailed Covid-19 resources to the Director including links to the California Department of Public Health (CDPH), Local County Public Health Department, Center for Disease Control (CDC) and the California Department of Social Services (CDSS) webpage where Provider Information Notices (PIN’s) can be found.

An exit interview was conducted with the Director. Appeal Rights (1/16) were discussed. The facility was advised to post the Notice of Site Visit for 30 days and that failure to keep the posting will result in a $100 civil penalty. A copy of this report and appeal rights will be e-mailed to the facility and the director was advised that acknowledgement of the receipt of the report is to be received within twenty-four hours.
