25 | Licensing Program Analyst (LPA) Sharleen Robinson arrived at the facility for conducting a case management follow-up visit, regarding an unusual incident report that was submitted by the facility on July 9, 2019. The unusual incident report is regarding a possible lack of supervision, LPA met with Director Tina Gilmore, conducted interviews, toured the facility (there were 17 preschool children in care) and reviewed records.
The unusual incident report states: July 1, 2019 during lunch (time not specified) staff #1 and #2 were supervising 9 children who were having lunch on the play yard (picnic tables), as the children lined up to go inside the facility to wash their hands, Child#1 and Child #2 reportedly “snuck off to a corner of the yard where they could not be seen it was approximately 3 minutes when other staff caught their figures from the corner of their eye”. Staff #1 witnessed children #1 and #2 with their pants down (per staff “only the cheeks were showing”), one child hit another child on the backside after they kissed the other child on their stomach. Staff #1 approached the children to redirect them when they both began to cry. Staff notified the Director; the Director notified the children’s representatives of what transpired between the children. The Director notified Licensing July 9, 2019.
July 15, 2019 the Director submitted a subsequent report to LPA Robinson outlining that when the children were in line on the playground line to go inside the facility “in a split second staff #1 turned to the right, looked down and witnessed Child #1 and Child #2 run off to a corner of the yard, as the staff member walked over to the children to redirect them, Child#1 and Child#2 pulled down their paints and Staff #1 witnessed Child#1 kissed Child #2 “on the cheek (face one)”.
During interviews Staff #1 stated they witnessed the incident but could not anticipate that the children would run out of line, pull their pants down and Child #1 kiss Child#2 on their “cheek” Staff #2 stated they were watching the children in line and did not witness the incident.
