13 | Licensing Program Analyst (LPA) Jo Ann Legaspi conducted a complaint inspection to conclude the investigation regarding the above allegation. Due to the COVID 19 outbreak, this inspection was done as a tele visit on FaceTime with Director Matthews. Present were the Licensee, three (3) staff members and eighteen preschool children.
It was alleged that daycare staff yell at children in care. Licensing, facility and outside source records were reviewed. Collateral witnesses, staff, daycare children and their parents were interviewed. Due to conflicting information, the allegation that daycare staff yell at children in care has been determined to be unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. No deficiencies cited.
