Licensing Program Analyst (LPA) Jo Ann Legaspi made an unannounced inspection to the facility to conduct to ensure compliance with the rules and regulations of
California Code of Regulations, Title 22, Division 12. The facility serves thirty-five infants ages 0 -24 months in Rooms 7 and 8. Director Yanira Molina accompanied LPA during a conducted general overall inspection of the facility’s interior and exterior.

Room 7 had nine children supervised by one teacher and three aides. Room 8 had fifteen children supervised by two teachers and four aides. Children were observed engaged in both indoor and outdoor activities. LPA observed appropriate care and visual supervision of children during the visit.

Exterior and interior passageways are obstruction free. The carbon monoxide alarms are operational. The last fire drill was on 02/14/2020. Disinfectants, cleaning solutions and poisons are inaccessible to children. There are no bodies of water on the facility. Per Director Molina, there are no weapons and/or ammunition housed in the facility.

This facility provides Incidental Medical Services – IMS. All medications are secured in the front director’s office, inaccessible towards children. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s personnel, and administrative records. The facility was observed to have equipment and furniture appropriate to infants, which consists of cribs, feeding chairs and infant changing tables. Infant changing tables were observed to be padded more than 1 inch thick and covered with washable plastic. Infant changing tables have raised sides. Infants nap in cribs. No baby walkers were observed. The infants’ interior and exterior activity areas are physically separated from space used by the older children.

Children’s bathrooms were observed to be sanitary and equipped with hygiene and appropriate supplies. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Bathrooms are lighted and have ventilation. Furniture and age appropriate equipment is in good condition. Napping equipment consists of cribs; each has its own sheet. The infants’ rooms have adequate heating, lighting, ventilation. Storage cubbies are readily available, and room accommodates the class size.

Floors were observed to be clean without any safety hazards. Sanitary water is available to children both outside and inside the facility.

Bottles, dishes and food containers brought into the facility by the infant’s authorized representative are labeled with the infant’s name and current date. Food service is provided to children who are 1 year and already eating solids. Food menus were observed to be posted. Staff prepares children’s meals. Adequate food is available for snacks. The food was observed properly stored. The kitchen, food preparation and food storage areas were observed to be free of litter, rubbish, insects, rodents and other vermin. Disinfectants, cleaning solutions, and poisons were kept separate from food.

The outdoor play area is a fenced playground behind the classrooms. Equipment and toys are age appropriate and present as safe. The area has an overhead covering which is used for shade. The surface of the outdoor activity area is maintained in a safe condition and free of safety hazards. There no high climbing area equipment, swings, slides or similar equipment.

Required notices, forms and the facility license were posted. LPA observed sign in/sign out sheets and first aid supplies to be in compliance. Twelve of twenty-four children’s’ records were reviewed. Records of both the director and all staff present in both infant rooms were reviewed. Staff and children’s records contain health screenings and other required documents. At least two staff have

current CPR and First Aid certifications. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Based on today's visit, there were no current observed deficiencies in the evaluated areas.

LPA provided Director Molina with the Notice of Site Visit – LIC 9213, which is to be posted for thirty days. An exit interview was conducted with Director Molina, who was provided a copy of their Licensee Rights (LIC 9058 1/16). Their signature on this form acknowledges receipt of these rights.
