Licensing Program Analyst (LPA) Diana Sanchez, made an unannounced complaint inspection today to deliver complaint finding on the above allegation. LPA met withDulce Huerta and made her aware of the reason for today’s inspection. Current census is 31.

This agency has investigated the allegation that facility staff treat a child differently from other children in care, by not allowing certain children to comingle. During the investigation, LPA conducted a virtual facility tour, conducted interviews with the director, facility staff, daycare children and daycare parents. Facility staff denied the allegation, explaining that they treat each child equally, with dignity and respect. Staff explained that they must follow the California Department of Public Health (CPDH) and San Diego County Health & Human Services COVID-19 guidance, which recommends maintaining children cohorts/groups as small as possible and keeping the same children and staff in the same group. This limits children interactions between groups, but does not single out any specific child. Director stated that they do not deny parents entry to the facility, but due to the Covid-19 pandemic, they must follow the sanitation protocols as mandated by county guidelines.

Parents and children interviewed did not disclose any concerns about facility staff being mean to children or denying access to the facility. There were no concerns or issues raised during interviews. There were no other witnesses to any incidents where staff treated children differently than others.

There is insufficient evidence to support and no witnesses to corroborate the above allegation. LPA was unable to determine whether or not the above allegation occurred. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is Unsubstantiated.

An exit interview was conducted with Dulce Huerta and a copy of this report left at the facility.

LPA observed director placing the Notice of Site Visit on the wall visible to parents during today’s inspection.
