On 12/13/21 at 9:30 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a case management – licensee Initiated inspection. Upon arrival LPA, met with the Assistant Director, Ingrid Nunez and proceeded to tour the facility. There were 11 children in care with 6 staff members present at time of visit. The facility is requesting a capacity increase of 90 preschool children; ages 2 through 5 years old and adding classroom #4 to accommodate the requested capacity. Facility operates Monday through Friday from 7:00 a.m. to 3:00 p.m.

The following classrooms were inspected and measured during this inspection and measured the following:
  1. Classroom #1A: preschool classroom (2 through 3 years old): measured a total of 610.97 square feet
  2. Classroom #1B: preschool classroom (2 through 3 years old): measured a total of 516.19
  3. Classroom #2: preschool classroom (3 through 5 years old): measured a total of 684.47 square feet
  4. Classroom #3A: preschool classroom (3 through 5 years old): measured a total of 681.72 square feet
  5. Classroom #3B: preschool classroom (3 through 5 years old): measured a total of 621.87 square feet
  6. Classroom #4: preschool classroom (3 through 5 years old): measured a total of 573.82 square feet

The classrooms measured a total of 3,689.04 square feet which is sufficient to accommodate 105 children. However, facility is only requesting a capacity increase of 90 children. The classrooms are equipped with age appropriate furniture, napping equipment, including cots, tables, chairs, cubbies, bookshelves, and other materials for the children. The facility has a total of 9 toilets and 8 sinks exclusive for the children's use, which is sufficient to accommodate the requested capacity. There is a total of four restrooms; including one restroom near classroom #4, one restroom in classroom #1A and two restrooms near classroom #1B. LPA informed the assistant director children are to be escorted and supervised by staff to and from the restrooms and direct visual observation is required at all times. Drinking water is available in the classrooms through the use of refillable water pitchers and cups provided by the facility. The director’s office and the staff restroom located near the staff lounge is designed for ill children. There is a carbon monoxide detector in the facility and a first aid kit with required supplies. Disinfectants, cleaning solutions, and other hazardous substances are kept inaccessible to the children in care. Required documents are posted at the front entrance of the facility.

The outdoor activity space was inspected and measured a total of 4,129.80 square feet which is sufficient to accommodate 55 children. Due to insufficient outdoor space a waiver needs to be requested to accommodate the requested capacity. The outdoor play equipment and play materials are age appropriate. There is no high play equipment requiring cushioned material. The surface of the outdoor activity space is maintained in safe conditions and free of hazards. The outdoor activity space is fully fenced. Also, includes a canopy and trees as a shaded rest area for the children. There is drinking water available for children through the use of refillable water containers and cups provided by the facility. LPA discussed proper supervision to and from the playground and placement of staff on the play yard to ensure children are supervised at all times.

This facility provides Incidental Medical Services - IMS. There is currently no children in care receiving IMS services. A fire clearance for 90 preschool children; ages 2 through 5 years old was granted on November 16, 2021.

No deficiencies issued during today's visit. LPA conducted an exit interview with the assistant director. LPA discussed and provided the following: LIC809, LIC809-C, LIC9213-Notice of Site Visit and Appeal Rights. A waiver is needed due to insufficient outdoor space. LPA received an outdoor waiver request during the inspection. Once the waiver is approved and after final file review a capacity increase for 90 children; ages 2 through 5 years old in classrooms: #1A, #1B, #2, #3A, #3B, #4 will be granted. Notice of Site Visit shall be posted for 30 days from today's date. LPA observed the Notice of Site Visit posted prior to exiting facility
