On 11/17/2023, at 10:21am, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced annual required inspection. LPA Williamson met with Director, Jennifer Quintero and disclosed the purpose of the inspection. LPA inspected and toured the indoor and outdoor of the facility. Facility operates Monday through Friday from 7:00 am to 6:00 pm. The following ratios were observed: Classroom #130 had seven (7) infants with two (2) teachers, Classroom #140 had eight (8) infants with two (2) teachers and two (2) aides.

Furniture and equipment are in good condition. Floors in the facility are clean and safe. Disinfectants, cleaning solutions, medications and other hazardous items are made inaccessible to children. Potty chairs, toilets and hand-washing equipment are in safe and sanitary operating condition. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Solid waste storage containers have covers and are in good repair. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition. Areas around high climbing equipment and slides have cushioning material to absorb falls. LPA recommended that the facility provide a canopy for shade on the infant playground. The current canopy is located over the sandbox area.

Facility has a smoke and carbon monoxide detector that meet statutory requirements. Director stated that there are no swimming pools or other bodies of water on the premises. Director stated that there are no firearms or ammunition allowed or stored on the premises. The last fire drill was conducted and documented on 10/30/2023 and disaster drill on 10/16/2023. The facility provides breakfast and snack to children one years of age only, lunch is prepared and transported to the facility by an Agency. Children bring their own water bottles and filtered drinking water is available at the facility. Formula is provided by the parents along with bottles including the child's name and date. Facility also has formula and baby food available at the facility.

Director was reminded that all adults 18 and over living or working in the facility, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


On this date, 11/16/2023, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Facility maintains a ratio of one teacher supervising no more than four (4) children in care. Children are under supervision, including visual supervision, of a teacher at all times. At least one person trained in Pediatric CPR and First Aid is present when children are at the facility. The person who signs the child in and out of the facility shall use their full legal signature and record the time of day. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and others who can assume responsibility for the child and medical assessment. LPA reviewed individual feeding plans, infant needs and services plans, individual sleeping plans and sleeping logs and observed files were complete. LPA reviewed a sample of staff files and observed files were complete with health screening, mandated reporter certification, immunization records and education requirements.

This facility is currently providing Incidental Medical Services – IMS, however have no children requiring medication at this time. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed safe sleep regulations with the director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. No deficiencies cited during today's inspection. An exit interview was conducted with Director, Jennifer Quintero, and a copy of this report, Appeal Rights, and Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board.
