Licensing Program Analyst, Joelle Redding, made an unannounced visit for the purpose of a random annual inspection. During this visit, there were 46 children with 7 teachers and the Director as follows: 11 children with two teachers in part day Room J1; 19 children with two teachers in Room J3 (3-4 years) and 16 children with two teachers in Room J4 (4-5 years). There is an additional floater teacher and the Director. Facility is within ratio and capacity. Program operates Monday thru Friday from 7 a.m. to 4 p.m.

LPA toured the rooms. The furniture, books, games and toys are safe, age-appropriate and in good repair. Rooms were a comfortable temperature during this visit. No hazards were noted. Any medications are kept in a cabinet, inaccessible to children and transported in an emergency backpack when outside or off site. Bathrooms and handwashing areas are in a safe, sanitary and operating condition. There is a waiver in place to share the elementary school bathrooms. Elementary bathrooms are examined by staff prior to use to ensure they are vacant, clean and sanitary. Supervision is in place at all times. Children bring all their own food. All hazardous items are stored where they are inaccessible to children. The outdoor play area is fenced and has enough cushioning under and around play structures, swings and slides. There is a waiver to share the kindergarten playground with a staggered schedule so the two programs do not commingle. The play structure is labeled for 2 to 5 years, appropriate for the preschool. Water bottles are brought outdoors and there is sufficient shade available. There is no evirence of rodent or insect activity. The carbon monoxide detector is operational. All staff present have a current CPR and First Aid certification. Sign in/out sheets were reviewed and found to be current and complete. LPA observed appropriate supervision in and out of the classroom. A sample of children's records were reviewed for admission’s agreements and staff records for qualifications. SB 792 (staff immunizations) and (Mandated Reporter Training) requirements have been met. On 9/20/18, Licensing gave approval for AB 1432 to be taken in lieu of AB 1207. Facility is reminded the Mandated Reporter Training is to be retaken every two years and can be accessed at the following website: www.mandatedreporterca.com. Isolation area is the Director's office. During this visit, LPA followed up on a self reported incident that occurred on 11/4/19 wherein a 5 year old child (Child #1) put a bean in his ear during circle time. LPA spoke with Staff #1 and #2 who were present in the room with 11 total children when the incident occurred. They had been using the beans in a sensory activity just prior to circle time. Staff #1 stated that she became aware of the incident when Child #1 started crying and Staff #2 stated that she noted Child #2 pulling at his ear. When she asked him what was wrong he told her that there was something in his ear. Staff #2 stated she asked him if it was a bean since she knew they had just been using them in the activity and Child #1 confirmed that it was. Further evaluation confirmed the presence of a foreign object, Child #1's parents were contacted and the bean was removed at the doctor. LPA spoke with Child #1 who confirmed the account related by Staff #1 and #2. Ratios and supervision were in place at the time of the incident. Staff responded appropriately and the facility reported timely. LPA did not note that item was a hazard for normal use and that it was part of an age appropriate activity. The beans have since been placed in a cabinet between uses and the classroom has been addressed regarding placing foreign objects in the nose, ears or mouth.

No deficiencies are cited.
