On 04/24/2024 at 10:40 AM Licensing Program Analyst (LPA) Dana Stevens, conducted an unannounced Case Management inspection for the purpose of including two non-ambulatory children in the facility's existing capacity of 30 children. LPA met with Site Supervisor, Lucy Aguirre and informed her of the purpose of the visit.  LPA toured the facility indoors and outdoors. The facility provides care for children ages 2-5 in 2 classrooms. Program operates Monday through Friday from 7:30 am to 4:30 PM.
At the time of this inspection the following ratios were observed:
  • 7 children were present with 2 staff in Room 1
  • 6 children were present with 2 staff in Room 2
Facility was within staff/child ratio requirements.

There were no bodies of water observed within the premises. Director stated there are no firearms/weapons on the grounds. Furniture and playground equipment are kept in good condition. Facility has a functioning carbon monoxide detector that meets requirements. All toilets and hand washing facilities are safe and working in sanitary conditions. Drinking water is available both indoors and out via water canisters and disposable cups. Facility provides breakfast, lunch and snacks delivered daily by the ECS centralized kitchen. The breakfast/lunch/snack menu is posted weekly. Napping equipment is sufficient for each child, bedding is stored separately. The facility ensures there is adequate space between cots for easy passage and that cots are not blocking entrances or exits. The child care center is clean, safe, sanitary, and in good repair to ensure the safety and well-being of children.

Required documents were posted. The facility has a written disaster plan in place that meets the regulatory requirement. LPA and Site Supervisor discussed updates to the plan to accommodate evacuation procedures for non-ambulatory children. The facility has been conducting and documenting evacuation drills monthly. The facility does not transport children.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

No deficiencies cited. Facility is approved for a capacity of 30 children to include 2 non-ambulatory children and 28 ambulatory children effective this date, 04/24/2024.

Exit interview conducted and report was reviewed with the Site Supervisor, Lucy Aguirre.
A notice of site visit was given and must remain posted for 30 days.
