Licensing Program Analysts (LPAs) Selina Siao and Gloria Gonzalez conducted an unannounced inspection to deliver the above complaint findings. The initial inspection was conducted by LPA Siao on 08/26/2019. Upon arrival, LPAs met with current Site Supervisor Tomeka Williams and conducted a tour of the three classrooms and outdoor playground.
Throughout the course of investigation, several parents, several staff members and several children were interviewed. Children's signed in sheet and staff's time sheets were reviewed. Based on LPA’s observations and interviews which were conducted and record reviewed the preponderance of evidence standard has been met, therefore the above allegations regarding the facility operates out of ratio and unqualified staff are providing care and supervision to children are found to be SUBSTANTIATED, California Code of Regulations, Title 22, 101216.3(c)(1)(c) and 101216.1(c)(3) are being cited on the attached LIC 9099D.”

Appeal Rights (1/16) were discussed and provided. Signature at the bottom of this report confirms receipt. Notice of Site Visit was posted during this visit and will remain posted for 30 days.

Child development programs funded by the California Department of Education and operating under Title 5 of the California Code of Regulations are not required to meet the teacher-child ratios specified in (a) and (b) above. Title 5 staffing ratios shall apply in such centers..Regulations provides: Contractors shall maintain at least the following minimum ratios in all centers:

Director stated that the opening staff members will be combined together to ensure that the facility is within staffing ratio. Director will submit a written plan of correction to Licensing no later than 11/19/2019.

Preschool (36 months to enrollment in kindergarten) - 1:8 adult-child ratio,1:24 teacher-child ratio. This requirement is not met as evidence by interviews that facility was operating out of ratio per information gathered on numerous days. This poses a potential health and safety risk to clients in care.

To be a fully qualified teacher, a teacher shall have one of the following: Child Development Permits issued by the California Commission on Teacher Credentialing:(A Child Development Associate Teacher Permit; or (B) Child Development Teacher Permit; or (C) Child Development Master Teacher Permit.

Director stated that they will hired teachers with permits to be in the each classroom. Substitute teacher will be in the classroom until a permanent teacher is hired. Director will submit a written plan of correction to Licensing no later than 11/19/2019.

This requirement is not met as evidence that both staff members Maria Dolores Aguilar and Maria Lopez that are supervising 18 children does not have a teacher's permit. This poses a potential health and safety risk to clients in care.
