Licensing Program Analyst (LPA) Yolanda Baez arrived at the facility to conduct an annual random inspection. LPA Baez met with Administrative Assistant, Alexandra Monarrez, and Assistant Director, Cathy Edwards. The following ratios were observed:

Room 7: (AKA Infants) - 6 weeks to 15 months:
  • 14 infants and 5 staff members
Room 6: (AKA Toddlers) - serves 15 to 24 months:
  • 12 children present with 4 staff members

There are no bodies of water or weapons at this facility. The toys are safe and do not have sharp points, edges or splinters, or made of small parts that can be pulled off. There is sufficient infant napping equipment, there are 11 cribs present in the napping area in Room 7. Infant changing tables are covered with washable vinyl and raised sides at least 3 inches high and within arms reach of a sink. There are no walkers, bouncy seats, exersaucers or jumpers in the classrooms. All infants including those napping in cribs are under visual observation at all times. Rooms have adequate heating, lighting, and ventilation. Solid waste storage vessels, including moveable bins, have tight-fitting covers on, and are in good repair. Each room has one changing table which is within the reach of a sink. Disinfectants, hazardous items, and medications are inaccessible to children. There is a waiver on file to allow the children in Room 6 class and the "Two's" class to share the outdoor activity space at different times of the day. Outdoor play area is fenced with sufficient material for cushioning. Area has canopies used for shade. Room 7 has a refrigerator used for infant food storage which is properly labeled by child name and date. There are Individual Feeding and Needs and Services Plans in both Room 6 and Room 7, which were reviewed and are in compliance.

The outdoor play area is physically separate from other play areas, is fenced with sufficient material for cushioning, has canopies used for shade, and consists of turf grass and age appropriate equipment. The last emergency drill was conducted on 09/04/2019. There is an operational smoke detector and carbon monoxide detector at the facility. First Aid/CPR was reviewed and is in compliance. Staff records of education, training, and/or experience were reviewed and are in compliance.

LPA reviewed the following with Assistant Director: IMS, SIDS, Car seat Law, and Shaken Baby Syndrome. This facility does provide Incidental Medical Services- IMS. A written plan of operation has already been submitted to CCL and is on file. The following information regarding ADA was provided, US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and http://www.ada.gov/childqanda.htm. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Immunization law (SB792) was discussed with Assistant Director and she understands that anyone who provides care and supervision to the children must have immunization records maintained at the facility for: pertussis, measles, and influenza. Facility is compliant with SB792.

LPA Baez discussed the Mandated Reporter training, AB1207. LPA Baez reminded Assistant Director that all staff members are to take the training and have the printed certificates present at the facility and available for review. Facility is compliant with AB1207.

There were not any deficiencies issued throughout today's annual inspection. NOTICE OF SITE VISIT IS TO BE POSTED FOR 30 DAYS. LPA observed the posting the Notice of Site Visit.
