On September 1, 2022 at 1:25 pm, Licensing Program Analyst (LPA), Jessica Rubio met with MAAC Foothill Infant Center (CCC), Assistant Director (ASD), Brizlet Angon to discuss the investigative finding of the allegations listed above. On June 23, 2022 at 2:35 pm, LPA Otsanya Cameron conducted a tour and census of the CCC. During the investigation, LPA Rubio conducted confidential interviews with AD, and two staff (S1, S2) and obtained documents pertinent to the investigation.
On June 17, 2022, a complaint was received alleging staff did not provide proper supervision to children in care; specifically, that child 1 (C1) was not being properly supervised and as a result C1 bit child 2 and 3 (C2 and C3) in several different instances. The complaint also alleged staff did not prevent the spread of lice, specifically that the CCC was informed of a child having lice and not doing anything about it causing additional children to get lice.

Regarding the allegation that staff did not provide proper supervision to children in care, record review revealed C1 bit C2 six times and C3 three times from February 2022-June 2022. Record review also revealed that the CCC documented “ouch reports” of the incidents. Confidential interviews revealed that there were usually two teachers (S1 and S2) present in the classroom that C1, C2 and C3 were in and the class usually had 5-8 children present. Record review and interviews revealed C1 was non-verbal and it was not specifically one thing that caused C1 to bite. Interviews revealed that the CCC was obtaining services to address C1’s behaviors and provide staff additional assistance.

Regarding the allegation that staff did not prevent the spread of lice, confidential interviews revealed two children (C2 and C3) in the CCC had lice and were treated at home. Confidential interviews revealed when the CCC was made aware that the children had lice, the classroom and items in the classroom were cleaned and washed. Confidential interview also revealed staff were vigilant and checking children if they saw children scratching. Interviews also revealed that no other children contracted lice during this time.

Based on confidential interviews conducted during the investigation, the allegation that staff did not provide proper supervision to children in care and staff did not prevent the spread of lice may have occurred, however is not supported or proven by evidence. Therefore, the above allegation is unsubstantiated. An exit interview was conducted and a copy of this report and appeal rights were discussed and provided to Assistant Director Brizlet Angon. A notice of site visit was also provided and must remain posted for 30 days.
