On 02/10/21 at 10:00 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a Case Management – Licensee Initiated inspection. Upon arrival LPA, met with Chief Operations Officer (COO), Ebony B. James and proceeded to tour the facility. There were 23 children in care with four staff members at time of visit. The facility is within ratio/capacity limitations. LPA verified all staff present in the facility are cleared and associated to the facility. The facility is requesting a capacity increase of 74 preschoolers; ages 2 through 5 years old and adding the Explores and investigators room to the license in order to accommodate the requested capacity. Facility operates Monday through Friday from 6:00 a.m. to 6:00 p.m.

The following rooms were inspected and measured during the visit and they measure the following:
  • Voyagers Room measured a total of 676.61 square feet
  • Steam Room measured a total of 195.73 square feet
  • Library measured a total of 156.99 square feet
  • Explores and Investigators Room measured a total of 1,487.53 square feet


The total indoor space for the rooms measured a total of 2,516. 85 square feet, which is sufficient to accommodate 71 children at one time. The Steam room and the library are located in the Voyagers room. The classrooms are equipped with appropriate furniture, napping equipment, including cots, tables, chairs, cubbies, bookshelves, and other materials for the children. The Voyagers room has two sinks/two toilets and the Explores and Investigators room has four sinks and four toilets for the children's exclusive use, which is sufficient to accommodate the requested capacity. LPA informed COO children are to be escorted and supervised by staff to and from the restrooms and direct visual observation is required at all times. Drinking water is available in the rooms through the use of refillable water pitchers and water bottles brought from home. The Director's office is used as an isolation area for ill children, if needed. The staff restroom is designated as the isolation restroom for ill children, which consist of one toilet and one sink.There is a carbon monoxide detector in the facility and a first aid kit with required supplies. All hazardous items are stored where they are inaccessible to children. Required documents are posted on a parent bulletin board near the front entrance of the facility. The kitchen area located on the second story of the facility includes a sink, stove, refrigerator and a microwave. Meals and snacks are provided by the facility. The second story of the facility is accessible through the front lobby and is not used for childcare. The Preschool outdoor play yard, including a garden area was inspected and measured total of 4,814.08 square feet, which is sufficient to accommodate 64 children at one time. However, COO has agreed to lower requested capacity to 64 due to limited outdoor space. The play area is fully fenced and includes outdoor play materials and a movable canopy's for shade, if needed. There is a plan to install a playground structure in the future. COO will notify licensing when it is installed. COO understands that the new equipment is not to be used until it is inspected and approved by the department.  Drinking water will be provided by use of refillable water pitchers. Proper supervision and placement of staff on the playground was advised to ensure the supervision and the safety of children. The children from the Explores and Investigators room will access the outdoor play area by an exit from the room that leads to the back of the facility. The back of the facility consist of a gated parking lot that leads to the outdoor play area. The COO indicated the parking lot does not have incoming or outgoing traffic. A plan of operation has been submitted and approved reflecting supervision and ratio during the transition to and from the outdoor play area. At time of visit, LPA obtained an updated LIC309 and non-profit bylaws.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Services are in place.

A fire clearance for 74 preschool children was granted on February 02,2021. An updated fire clearance will have to be submitted due to lowered quested requested capacity of 64. No deficiencies issued during today's visit. LPA conducted an exit interview with the COO. An updated LIC200A was obtained at visit reflecting updated requested capacity of 64. LPA discussed and provided the following: LIC809, LIC809-C, LIC9213-Notice of Site Visit and Appeal Rights. A capacity increase for 64 children; ages 2 through 5 years old in classrooms: Voyagers Room, Steam Room, Library, Explores and Investigators Room shall be granted after final file review. Notice of Site Visit shall be posted for 30 days from today's date. LPA observed Notice of Site Visit posted prior to exiting facility
