25 | On 3/5/2025 at 8:15 a.m, Licensing Program Analyst (LPA), Victoria Hernandez conducted an unannounced initial complaint investigation inspection. Upon arrival, LPA met with Assistant Director, Shannon Hontz and disclosed the purpose of the inspection and was led on a tour of the facility. At 9:20 a.m., Chief Operating Officer (COO) Ebony James arrived and LPA disclosed the purpose of the inspection with her. There were 33 children present, and six (6) staff members present.
LPA inspected the lobby area as well as the classrooms where the children were present. At 9:45 a.m., during interviews COO Ebony James refused LPA Hernandez to interview the daycare children stating she does not want the children traumatized by my questioning. LPA was able to interview one (1) staff and one (1) child during inspection.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations one (1) deficiency is being cited. See the attached LIC 809-D.
LPA Victoria Hernandez informed Director, Charmaine Deegan that this report dated 3/5/2025 document (1) Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Victoria Hernandez informed the Director, Charmaine Deegan to provide a copy of this licensing report dated 3/5/25 that documents Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
A notice of site visit was given and must remain posted for 30 days.
