13 | Licensing Program Analyst (LPA) Tyra Block conducted an unannounced complaint inspection via Zoom due to COVID-19 State of Emergency to deliver the above complaint finding. The initial inspection was conducted by LPA on 06/22/20. Present at the facility is 53 day care children including 5 infants and 8 staff. Throughout the course of the investigation, records were reviewed and interviews were conducted with Licensee, Director, Teacher, and several daycare parents of children currently and previously enrolled.
The parents that were interviewed did not have any concerns regarding supervision and spoke positively regarding the use of the Bright Wheel app to communicate with staff. The Licensee, Teacher, and Director acknowledged concerns about bullying and handled it according to their observations and discipline procedures. Neither had any concern that cellphone use was a hindrance to supervision or there was any misuse of cellphones for personal use. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove the allegation, therefore, the finding is UNSUBSTANTIATED.
