On 9/7/22 at 1:05pm, Licensing Program Analyst (LPA), Martha Malane conducted an unannounced complaint inspection for the purpose of delivering findings. LPA met with staff member, Morgan Suchan. There were 16 children and three (3) staff present. At 1:30pm, Owner, Celine Theano arrived at the facility.

On 6/16/22 a complaint alleging daycare child suffered from lead poisoning after being exposed to lead in the facility was reported to the Department. On 6/30/22, an inspection was conducted for lead in the facility by an independent company and levels of lead above the Department of Public Health’s threshold were detected in the paint in Classroom 1 and the restroom. The facility took immediate corrective action to remediate the levels of lead; remediation was conducted within days of the discovery of lead and the facility was cleared for occupancy by a Department of Public Health approved agency on 7/6/22.

During the investigation, LPA interviewed daycare parents and outside agencies and documents related to the allegation were reviewed. Based on LPA’s observations, interviews and documents received the preponderance of evidence standard has been met and the allegation a daycare child was exposed to elevated levels of lead at the facility is therefore substantiated. However, it could not be proved or disproved that daycare child suffered from lead poisoning due to the exposure.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
