On 5/25/2021 at 2:00pm, Licensing Program Analyst (LPA), Martha Malane conducted a case management inspection for the purpose of a capacity increase. LPA met with Applicant, Mary Canales and was led on a tour of the facility. There were six (6) children and two (2) staff present during the inspection. Applicant is requesting a capacity increase for 30 preschool children (age 2 – 5 years).

A fire clearance for 30 preschool children was granted 5/24/2021.

· Art Room measured 131.20 square feet
· Beehive Room measured 373.64 square feet
· Flower Room measured 203.12 square feet
· Honeycomb Room measured 165.62 square feet
· Sun Room measured 106.47 square feet

The total indoor square footage measured 980.05 square feet, which is sufficient to accommodate 28 preschool children, however applicant is requesting a capacity of 30. There are three (3) sinks and three (3) toilets available for use which is sufficient to accommodate the requested capacity. Classrooms are equipped with age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, mats for napping and other activity supplies for children. Drinking water is available in the classrooms via water jugs and disposable cups.

The outdoor activity space measured 1961.85 square feet, which is sufficient to accommodate 26 preschool children. However, the fence for the Garden Yard is only 3.6 feet high. Applicant stated she will extend the fence to at least four (4) feet high. Applicant stated additional rubber cushioning and artificial grass will be installed starting May 26, 2021 and will send proof to CCL when installation is complete. Canopies provide shade. Proper supervision and placement of staff on the playground was advised to ensure the safety of children at all times. Drinking water is available outside via water jugs and disposable cups.

A first aid kit with required supplies is located in the office. Medications are stored in an inaccessible cabinet in the Honeycomb Room. The isolation area is located the office and the staff restroom located in the Beehive Room is utilized for children who become ill. There is an operational carbon monoxide detector at this time. Facility provides a morning and afternoon snack. The kitchen is located next to the Sun Room and consists of a refrigerator, microwave oven, storage and food supply. Disinfectants and cleaning solutions are kept in an inaccessible cabinet under the kitchen sink. Manual sign-in/out sheets are located in the Beehive and Bumble Bee Rooms where check in occurs.

Megan’s law was discussed and LPA provided meganslaw.ca.gov. LPA discussed lead prevention flyer and PIN 21-02-CCLD regarding Guardian.

No deficiencies cited.

Corrections needed prior to approval of request for capacity increase:
1. Garden fence is at least four (4) feet high

A Capacity increase from 8 to 26 preschool children (age 2 through 5 years) in the Honeycomb Room, Art Room, Beehive Room, Flower Room and Sun Room may be granted after the necessary corrections are made and proof received by CCL.

An exit interview was conducted with the applicant and LPA provided: LIC809, LIC809C, LIC9102AN, appeal rights and LIC9213-Notice of Site Visit. LPA observed the applicant post Notice of Site Visit during inspection and informed applicant the Notice of Site Visit must remain posted for 30 days from today's date.
