On 11/8/23 at 8:15 AM, Licensing Program Analyst (LPA) Adrian Mangina conduct an unannounced annual inspection. Upon arrival LPA met with Director Michelle Kira. Licensee Paige Kratz was also present. LPA toured the facility with Director Kira. During today's inspection, there were 8 children with two teachers on the playground. Appropriate ratios, supervision, and capacity were observed.

Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation. Floors appear to be clean and safe. Safe Drinking water is readily accessible. Children are provided filtered water and use their own reusable cups. There are no children currently potty training. Facility serves only snacks outdoors. Children bring their own lunches which are stored in lunch boxes with ice packs. Food service area consists of a kitchen with refrigerator and sink, which is clean and free of hazards. Snack menu is posted. Licensee was advised to ensure that snack menu posted is for current month. Cleaning supplies are kept separate from food and are inaccessible to children. Storage containers for solid waste have tight-fitting covers and are kept in good repair. Storage areas for poisons are locked. Director stated there are no firearms or other weapons on the premises. All Foods/beverages capable of rapid spoiling are stored in covered containers at 45F or less. Licensee was advised to ensure all foods are labeled and dated and that bottles and sippy cups have child’s name and date. The facility appears to be free of insects and rodents. There is an operational Fire alarm and carbon monoxide detector at the facility. Last Fire drill was 11/8/23. All required documents were posted.

Outdoor play area is a fenced playground. Licensee was advised to ensure that commercial rubber mats or other proper cushioning material are placed under swings and climbing structures to prevent injury. There are no bodies of water or weapons at this facility. Climbing structures are portable. Area has canopy used for shade. Equipment is age appropriate and grounds are free of debris or potential hazards.

LPA reviewed medication storage. There are currently no children with prescription medications. When there are medications, they are stored in the office for safekeeping. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. Two of four staff (staff 2 and staff 3) do not have current AB1207 mandated reporter training certificates. Infant care teacher meets educational requirements. Sign ins were reviewed.

All infant furniture & equipment are age appropriate and in good repair. There are no walkers, bouncy seats, exersaucers or jumpers in the room. Highchairs or feeding tables have broad-based legs, plastic seats in good repair, seat belts in the chairs. Hazardous materials are inaccessible to children. Bottles, dishes, and containers of food brought by infant’s authorized representative are labeled with the infant’s name and current date. The changing table is within arm's reach of sink. Caregivers wash hands before and after each feeding and each diaper change. Toys are safe, with no sharp edges, splinters, or protruding points, nor small parts that can be pulled off and swallowed. Cribs or napping equipment (cots) are available.

Bedding is identified and sent home weekly. Napping infants are under visual observation by staff. Indoor activity space is physically separate from other components. Facility maintains individual feeding plans for each infant. Children’s records contain admission agreements and medical assessment. Five of five children had expired Needs and Service plans.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Exit interview conducted and report was reviewed with the Licensee Paige Kratz. A notice of site visit was given and must remain posted for 30 days.
