32 | Parents interviews did not express any concerns with staff using wet wipes to clean children while in care.
It was alleged that S4 and Staff #5 (S5) yell at daycare children. Both S4 and S5 denied the allegation and explained children are positively redirected if they are having a difficult time following directions or listening. S5 explained that if assistance is needed in the event a child is not having a good day, additional staff or the Director is available to assist with the classroom. Director stated there have not been any concerns reported to her about current staff yelling at children while in care. Staff interviewed reported that no current staff have been observed yelling at children.
It was alleged S4 pulled a day care child by the arm. S4 denied allegation, stating children in care are not pulled by their arm at any time. Director denied the allegation, stating that staff are trained to properly interact with children in care during challenging behaviors. A review of records, confirmed staff received training on 3/31/22. Staff interviewed reported that S4 has not been observed handling children inappropriately. Parents interviewed expressed no concerns of staff handling children inappropriately.
It was alleged there is a lack of supervision while children are on playground. Director denied the allegation stating that each classroom has multiple teachers to assist during outdoor play activities. Staff are advised not to use cellular devices unless staff are contacting Director for assistance. Staff interviewed explained that their role is to ensure children interacting appropriately with one another, playing in their assigned play area, and ensuring children in care are safe at all time during outdoor activities. On 03/21/22, during facility inspection, LPA observed three (3) teachers assisting fourteen (14) children while on the playground and redirecting children as needed.
Based on conflicting statements obtained and no witnesses to corroborate the above allegations, LPA is unable to determine, whether or not, the allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Exit interview conducted and report was reviewed with Facility's Administrator, Hunan Arshakian. A copy of this report, along with Appeal Rights (LIC9058 01/16), were provided. A notice of site visit was given and must remain posted for 30 days. LPA observed that the notice of site visit was posted during the inspection. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
