Licensing Program Analysts (LPAs) Yolanda Baez and Vicky Williamson arrived at the facility to conduct a follow up pre-licensing inspection. LPAs met with Applicant, Lynn Twork and Director, Kristin Mahaffey. This Preschool program operates in the following classrooms: Class 102, Class 106, Class 110, Class 113, Class 116, Class 120, Class 123, and Class 124. The hours of operation are Monday - Friday from 6:00am to 6:00pm. This center is located within the Otay Ranch Shopping center, near the Vans department store.

All of the classrooms listed above were previously inspected and measured the following:
Room 102 (previously known as Class #2): Preschool & School Age
  • serves preschool children 2 years through Kindergarten and school age children Kindergarten through 12 years of age at separate times and on a specific scheduled basis
  • Applicant plans to use this class as a "dual program" class and understands that a Plan of Operation must be submitted with detailed daily schedule to identify which component will use the classroom and at what times during the day, to include classroom and bathroom use in this "dual program" class
  • Measured 814.64 square feet

Room 109: Preschool and School Age:
  • Is a room to be used for one on one sessions between teachers and students to include meetings; behavioral problems; and study sessions. Applicant understands that children are never to co-mingle in Room 109 and Room 109 is not counted in the square footage calculation. Room 109 has a table and two chairs, no bathroom, and no sink.

The total indoor square footage calculation for all Preschool classrooms (including the classrooms that would be considered "dual classrooms") was 6,749.23 square feet which is sufficient to accommodate the requested capacity of 192 preschool children. All classrooms are equipped with age appropriate furniture, tables, chairs, bookshelves, and other materials for the children. Applicant understands that she must submit a plan of operation to the department to detail how she will ensure that Class 102, Class 116, Class 120, and Class 124 will have age appropriate equipment (tables & chairs) and toys for the Preschool children when they are present in the classrooms as well as the school age children. The children have access to restrooms that are located inside of the classrooms. Classrooms 102 through 124 all are equipped with 2 toilets and 2 sinks per classroom. Therefore, there are a total of 16 toilets and 16 sinks available for the children's use which is sufficient to accommodate the requested capacity of 192 preschool children.

Applicant now has access to 3 playgrounds (Playground 1, Playground 2, and Playground 3) and they are all located 376 feet away from Classroom 116 and children must cross a mall parking lot to get to the play grounds. Playground 1 will only be used for School Age children due to equipment size and manufacturer's instructions which state 5 to 12 years old. Playground 1 is equipped with canopy used for shade, wood chips for cushioning material, a high play structure, a marry - go- round (manufacturer's instructions state that the marry- go- round is only to be used for children 5 to 12 years of age, Applicant was advised to follow manufacturer's instructions), a swing set, and play house. Playground 1 measured 3,687.84 square feet which is sufficient to accommodate 49 children at one time.

Playground 2 is a large grass area, has a pop up canopy for shade (plan of operation to detail how play equipment and pop up canopy will be transitioned to and from the playground before children are present on the playground), hula hoops, balls, wagon, mini basketball, jump ropes, and two play houses. Playground 2 measured 5,928.71 square feet which is sufficient to accommodate 79 children at one time.

Playground 3 is a large soccer field, has turf grass, has two large soccer goals, 2 benches with a small shade cover, and three different storage. Playground 3 does not have any shade and Applicant understands that she must purchase some type of shade for Playground 3 as well as fix the fencing due to a large gap prior to issuing a license. Playground 3 measured 26,343.91 square feet which is sufficient to accommodate 351 children.

A fire clearance for 192 preschool children was granted on 01/08/2020.

The following corrections must be made prior to issuing a license:
  • Receive an updated STD850
  • Submit a playground waiver request because Applicant desires to have the Preschool and school age children share the same playgrounds (playground 2 and playground 3), at separate times .
