Licensing Program Analyst (LPA) Yolanda Baez arrived at the facility to conduct a pre-licensing inspection. LPA met with Applicant, Lynn Twork and Director, Kristin Mahaffey. This Preschool program operates in the following classrooms: Class #2, Class #3, Class #4, Class #5, Class #6, Class #7, Class #8, and Class #9. The hours of operation are Monday - Friday from 6:00am to 6:00pm. This center is located within the Otay Ranch Shopping center, near the Vans department store.

All of the classrooms listed above were inspected and measured the following:
Class #2: Preschool & School Age

Applicant plans to use this class as a "dual program" class and understands that a waiver request with detailed daily schedule must be submitted and approved by the department prior to granting a license

The total indoor square footage calculation for all Preschool classrooms (including the classrooms that would be considered "dual classrooms" if waiver request is approved) was 6,749.23 square feet which is sufficient to accommodate the requested capacity of 192 preschool children. All classrooms are equipped with appropriate furniture, tables, chairs, bookshelves, and other materials for the children. Applicant understands that she must submit a plan of operation along with waiver request to explain to the department how she will ensure that Class #2, Class #6, Class #7, and Class #9 will have age appropriate equipment (tables & chairs) and toys for the Preschool children when they are present in the classrooms. The children have access to restrooms that are located inside of the classrooms. Classrooms #2 through #9 all are equipped with 2 toilets and 2 sinks per classroom. Therefore, there are a total of 16 toilets and 16 sinks available for the children's use which is sufficient to accommodate the requested capacity of 192 preschool children. Drinking water is available at the center via water jugs and disposable cups. Disinfectants, cleaning solutions, and other hazardous substances are kept inaccessible. The center will be providing breakfast, lunch, and snacks and the menus are posted. All of the required documents are posted. The center will be providing hand written sign in and sign out. There is an operational carbon monoxide detector, smoke alarm, and a fire extinguisher. The Director's office will be used for the isolation area for an ill child. There is a separate restroom for staff that is located across from the kitchen area, it is equipped with one toilet and one sink, and it will be used for any child who is ill and is kept inaccessible.

The playground is 376 feet away from Classroom #6 and children must cross a mall parking lot to get to the play grounds, it includes two play areas; Play Yard 1 (AKA Existing play yard) and Play Yard 2 (AKA the New play yard). Play Yard 1 is equipped with canopy used for shade, wood chips for cushioning material, a high play structure (manufacturer's instructions must be obtained to review ages that can be present on the play structure), a marry - go- round (manufacturer's instructions state that the marry- go- round is only to be used for children 5 to 12 years of age, Applicant was advised to follow manufacturer's instructions), a swing set, and play house. Play Yard 2 is a large grass area, has a pop up canopy for shade, and two play houses. Play Yard 1 measured 3,687.84 square feet which is sufficient to accommodate 49 children at one time. Play Yard 2 measured 5,928.71 square feet which is sufficient to accommodate 79 children at one time. Drinking water is readily available outdoors via water jugs with disposable cups. Applicant understands that a playground waiver must be submitted and approved prior to granting a license due to insufficient outdoor activity space and to allow the school age children and the preschoolers to share the same play yards at separate times. Proper supervision and placement of staff on the play yard was advised to ensure the safety of children at all times.

This facility plans to provide Incidental Medical Services – IMS and has submitted a Plan of Operation. The following corrections must be made prior to issuing a license:

Submit a bathroom waiver request to allow the Preschool children to use school restrooms located inside of Class #9, Class #6, Class #7, and Class #2 when the school age children are not present in the classrooms. In addition, a detailed daily schedule must be submitted to reflect specific times that the preschool children will be using the bathrooms and how the center will drop its preschool enrollment by the time that the school age children arrive at the center in order to avoid co-mingling in the school age classrooms and restrooms
Submit a waiver request along with detailed daily schedules for both Preschool and school age components to request that Class #2, Class #6, Class #7 and Class #9 be considered "dual program" classrooms. Applicant understands that the daily activity schedule for each class and each component must be submitted to reflect what time which program will be using the classrooms in order to avoid any co-mingling
