32 | During staff interviews, all staff members indicated that children over the age of two (2) must wear face masks while indoors, with the exception of naptime or while eating. Two out of seven staff members stated that daycare children sometimes forget or resist using face masks while indoors. During interview with daycare children, no children indicated that they had observed other children not wearing face masks while indoors. During interview with daycare parents, no daycare parents stated any concern with COVID-19 precautions being practiced at facility, including the usage, or lack thereof, of face masks by daycare children. During LPA’s tours of facility, LPA observed posters indicating that face masks are required for children over the age of two. LPA also observed that children were wearing face masks on most occasions, the only exceptions being during snack times or when children were being led to the outdoor playground. LPA also reviewed a COVID-19 memo provided to daycare parents, which states in part that face masks are required for every child over the age of two and all adults entering the facility.
Based on interviews conducted and LPA observations, there is a lack of evidence available to be able to draw definitive conclusions. Although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore it is determined that the above allegation is UNSUBSTANTIATED.
An exit interview was conducted with the Director and a copy of this report, appeal rights (LIC 9058), and LIC 9213 – Notice of Site Visit was provided. Director was advised to post the LIC 9213 for 30 days. |
