25 | On 06/10/2020 at 11:30 a.m. Licensing Program Analyst (LPA) Michelle Hood conducted a Pre-licensing tele-inspection due to Covid-19 restrictions. Present were Director Lateresa Oropeza and Program Director Colleen Teran. Applicant applied for a preschool program for 75 children, ages 2 to 5 years, to be conducted in Rooms 1, 2, 4, and 5. Room 3 is used for the facility office. Director qualifications were verified. Fire clearance was received on 04/30/2020. This facility is located at the Covenant Presbyterian Church.
The four classrooms were measured today for a total square footage of 2146, sufficient space for 61 children. The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Children will bring water containers and program will provide water. Children will bring their own lunches. Morning and Afternoon snack will be provided by the program. There is a refrigerator and menus are posted. There are 4 urinals, 5 toilets, and 5 sinks, sufficient for the requested capacity. Clipboard sign in and out will be used. Medication will be stored in the office, accessible to staff but inaccessible to children. First aid kit and emergency backpack in each classroom. There is a fire extinguisher, smoke detector and carbon monoxide detector present. Posting requirements were met.
The program has a playground waiver on file. The program will use the playground area on a scheduled basis, at separate times, and never to exceed 55 children at one time. Child will bring their water containers for outdoor play. The play area has shade. Director understands that all staff must have a criminal record clearance and be associated to the facility, have a TB test current within a year of employment, proof of vaccination or exemption for Influenza, Measles and Pertussis and Mandated Reporter Training current with the past two years. Children's records requirements, reporting requirements, emergency drills, and sign in and out procedures were discussed.

When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
