On 08/31/20 at 12:30 p.m., Licensing Program Manager (LPM), Tulam Vu, Licensing Program Analysts (LPAs), Rajani Goudreau and Michelle Hood arrived at the facility to conduct a pre-licensing inspection. Upon arrival LPA, met with Director of Programs and Quality Assurance, Barbara Saxton, Program Director, Patricia Smith and Director, Maria Sifuentes and proceeded to tour the facility. The facility is requested a capacity of 72; serving ages 2 through 5 years old. This preschool program operates in the Sun classroom #1, Moon classroom #2 and the Stars classroom #3. Facility plans to operate from Monday - Friday from 6:30 a.m. to 6:00 p.m. This facility is a tTtle-5 program, per verification from the Department of Education.

All classrooms were inspected and measured during this inspection and they measure the following:

· Room #1: Preschool Sun classroom (2 through 5 years old): measured a total of 1007.03 square feet


· Room #2: Preschool Moon classroom (2 through 5 years old): measured a total of 1007.03 square feet
· Room #3: Preschool Stars classroom (2 through 5 years old): measured a total of 1007.03 square feet

The total indoor capacity is 3,021.09 square feet which is sufficient to accommodate 86 children at one time; however, at this time the facility is only requesting a capacity of 72. The classrooms are equipped with appropriate furniture and napping equipment (mats) including tables, chairs, cubbies, bookshelves, and other materials for the children. Each of the classrooms contain two restrooms with two toilets and two sinks. Each classroom consists of two sinks outside each of the restroom. There are a total number of 6 toilets and 12 sinks available for children's use. The number of toilets and sinks is sufficient to accommodate the requested capacity of 72 children. There are two separate staff restrooms located near the office and each restroom consist of one toilet and one sink and is designated for ill children. The director’s office and the staff office are designated for ill children. There is a functioning carbon monoxide detector located in each classroom and a first aid kit with required supplies. LPA informed applicant representative disinfectants, cleaning solutions, and other hazardous substances are to be kept inaccessible. There is a kitchen area that will be used as a food preparation area and it currently includes one sink, one refrigerator, a stove, food supply, and storage units. The menus are posted. The center will be providing manual sign in and sign out. Required documents are posted in each of the classrooms.

The preschool play yards consist of three outdoor areas including the art space, main playground, garden area, and star playground measuring a total of 7,611.73 square feet which is sufficient for 101 children. The play area is fully fenced and includes outdoor play equipment, a shaded area including trees and shade sails. Drinking water is readily available through the use of water fountains and water containers. Proper supervision and placement of staff on the playground was advised to ensure the safety of children at all times.

This facility plans to provide Incidental Medical Services – IMS plan has been submitted and approved. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. LPA discussed lead poisoning effects brochure.

A fire clearance for 72 Preschool children was granted on 08/20/20. Per fire clearance special conditions consist of the following: 24 students the sun classroom, 24 students in the moon classroom, and 24 students in the stars classroom.

A license for 72 children, ages 2 through 5 in the sun classroom, moon classroom and stars classroom shall be issued effective today's date, 08/31/20. The license will be mailed to the facility and upon receipt shall be posed in a prominent place in the facility. LPA advised director to submit updated facility sketches reflecting names of play areas and kitchen area.
