On 10/13/20 at 9:30 a.m., Licensing Program Analysts (LPAs), Rajani Goudreau and Martha Malane arrived at the facility to conduct a pre-licensing-change of location inspection. Upon arrival LPA’s met with met with Association Program Specialist of CYD, Lucelyna Godwin and Director, Linda Mendez and proceeded to tour the facility. This Infant program will operate in classroom #5. Planned hours of operation are Monday-Friday 6:30 a.m. to 6:00 p.m.

Classroom #5 was inspected and measured at 714.14 square feet which is sufficient to accommodate 20 infants. However, facility is requesting a capacity of 24 infants. The classroom has a separate area for napping, including cribs and rocking chairs. The napping area is not included in the indoor square footage calculation. The room is equipped with cubbies, toys, age appropriate equipment, furniture, supplies, materials. In the diapering area, there is one changing table within arm’s reach of a sink. Applicant understands the sink near the diaper changing table shall not be used for food preparation. There is a restroom in the classroom containing a sink and an age appropriate toilet. Drinking water is readily available inside the classroom via water jugs provided by the facility and sippy cups brought from home. The isolation area for ill children is located in the director’s office and the designated restroom for ill children is located in the staff restroom in the lobby. There is a carbon monoxide detector in the classroom and a first aid kit with required supplies. Required documents are posted in the hallway of the facility. Snack, breakfast and lunch will be brought from home at this time due to COVID-19. There is a kitchen located in the hallway of facility containing a fridge, stove and a sink. Parents or authorized representatives will manually sign in and out.

A fire clearance for 24 infants was granted on 08/31/20. An updated fire clearance will need to be updated due to change in capacity from 24 to 20.

The outdoor play yard for the infants is shared with facility # 376701131, Copley-Price Family YMCA Preschool. The pre-school play structure is separated by the use of a fence. The facility will bring out rolling carts with age appropriate play equipment and toys during outdoor play. LPA reviewed the outdoor play equipment and toys to be age appropriate. LPA discussed with applicant and director infant children shall not play with equipment or toys that is not age appropriate. Outdoor play yard for the infants measures a total of 4,730.07 square feet out of the total outdoor square footage for the preschool license, which is sufficient to accommodate 63 infants. Drinking water is readily available via movable water jugs. There is adequate shade in the outdoor play yard via a building overhang and tree's. Proper supervision and placement of staff during outdoor activities was advised to ensure the safety of children in care at all times.

Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Applicant is advised to regularly visit the Community Care Licensing WEB SITE: http://www.ccld.ca.gov/ for quarterly updates and updated regulation information. LPA discussed with Applicant Community Care Licensing Duty Line: (619) 767-2248, open Monday through Friday from 8:00 a.m. to 5:00 p.m.

LPA discussed the following with applicant and director: to sign up for Quarterly Updates and Provider Information Notices (PIN’s) for one or more programs through CCLD web site. Please go to www.cdss.ca.gov and on the right side of your screen click on “Receive Important Updates”, put your email address in and choose which program(s) you would like to subscribe to and click “subscribe. LPA discussed and provided the following to applicant and director: Safe Sleep and provided PIN 20-24 CCP, Shaken Baby Syndrome and Lead Poisoning information.

Applicant has agreed to lower the capacity to 20 infants due to limited indoor space based on indoor square footage. An updated LIC200A-Application was obtained during the visit. Applicant is requesting a waiver to allow the infants to share the outdoor play yard with the preschool aged children on a scheduled basis. Applicant will submit a written waiver request. Applicant was advised that the infants and preschool aged children shall not commingle at any time during indoor and/or outdoor activities. A playground waiver shall be submitted and approved by the Department and an updated fire clearance obtained with capacity change of 20, prior to licensure.
