On 1/27/21 at 10:00am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection and met with applicant, Jennifer Mauzy. There were (four) 4 teachers with 20 children in the preschool program during today’s inspection. The applicant requested to have a toddler component (ages 18 to 36 months) attached to the preschool program. Hours of operation are Monday - Friday from 7:00am to5:00pm.

The toddler component (ages 18 to 36 months) will utilize Classroom 3. Classroom 3 was inspected during today’s inspection and measured a total of 265.99 square feet which is sufficient to accommodate the requested capacity of six (6) toddler component children.

A fire clearance was granted on 12/29/20.

Classroom 3 is equipped with age appropriate equipment, furniture, mats for napping, supplies and materials. There is one changing table within arm’s reach of a portable sink which will only be used for hand washing. However, the sink was non-operational at the time of the inspection. Applicant provided LPA with a plan of operation to ensure the portable sink always has clean water for hand washing. Drinking water is available in the classrooms via moveable water jugs with filtered water and children bring refillable water bottles from home. There are two (2) separate restrooms (one boy's and one girl's) available for children's use located in the hallway near the entrance of the center. Both restrooms are equipped with one sink and one toilet which is sufficient to accommodate the requested capacity. An isolation area and a restroom is located in Fuller Hall and applicant understands that children must be supervised at all times. Disinfectants, cleaning solutions and other hazardous substances are kept inaccessible to children in care. The center provides Brightwheel Electronic sign in and sign out. Required documents are posted. The facility provides snack and children bring lunch from home.

There is an operable carbon monoxide detector and first aid kit with required supplies. There is a separate outdoor activity area for the toddler component which measures a total of 1643.88 square feet and is sufficient to accommodate the requested capacity of six (6) toddlers. The outdoor activity area is complete with age-appropriate play equipment, trees for shade, grass and is surrounded by a 4 feet high fence. All children have access to water outdoors via water jugs with filtered water and children's water bottles.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the department. The following is pending with a due date of 2/3/2021:
· Portable sink to be operational
· Door to portable sink made inaccessible to children in care

An exit interview was conducted with the applicant. The following reports were discussed and provided to the applicant: LIC809, LIC809C and appeal rights. Upon verification that the portable sink is operational a license shall be granted after final file review.
