On 02/10/2021 at 8:00am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection for a change of ownership. LPA met with applicants, Christian and Maria Silva, and proceeded to tour the facility. Applicants are requesting a capacity of 6 serving school age children (age 6 through 13 years) in Classroom C. Applicants planned hours of operation are Monday - Friday from 6:00am to 6:00pm.

Classroom C was inspected and measured a total of 244.01 square feet which is sufficient to accommodate six (6) children. The classroom is equipped with furniture including tables, chairs, cubbies, bookshelves and other materials for children. A restroom is located next to Classroom D and is for the exclusive use of school age children, however the restroom lacks privacy for school age children so applicants will install a door to create privacy. There is a separate restroom for staff located in the library. The staff restroom is equipped with one (1) toilet and one (1) sink and will be utilized as an isolation restroom for children who are ill. The Director's office will be utilized for the isolation area for children who become ill. Disinfectants, cleaning solutions, and other hazardous substances are kept inaccessible in the library. Drinking water is available in the classroom via water pitchers and disposable cups.

The kitchen currently includes one (1) sink, one (1) dishwasher, one (1) refrigerator with a freezer, one (1) microwave, storage space and food supply. Menus are posted. Manual sign in and sign out sheets are utilized. Required documents are posted. Applicant will install a carbon monoxide detector. A first aid kit with required supplies is available.

The outdoor activity space was inspected and measured a total of 760.48 square feet which is sufficient to accommodate 10 children. The outdoor space is fenced however, shade is not provided. Applicants stated they will install a canopy for shade. Drinking water is available outdoors via water pitchers and disposable cups. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times.

Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Technical Assistance for COVID-19 guidelines was provided. LPA discussed and provided applicant with contact information for the SD Epidemiology Department, COVID-19 self-assessment, COVID-19 Guidance (July 2020), hand washing signs and COVID-19 postings. PIN 21-02-CCLD regarding Guardian was also provided.

A Fire clearance was granted on 01/20/21 for 8 school age children (age 6 – 13 years).

Prior to licensure the following is needed by 02/17/21:
1) Install a door to create privacy in the school age restroom
2) Updated fire clearance to reflect room change
3) Operating carbon monoxide detector

An exit interview was conducted with applicants, Christian and Maria Silva. The following reports were discussed and provided: LIC809 and LIC809C. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after final file review.
