On 03/22/22 at 9:00 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a pre-licensing inspection. Upon arrival LPA, met with applicant, Christina Bradley and proceeded to tour the facility. The facility is requested a capacity of 19 children; including 9 preschool children; serving ages 2 years old through Kindergarten and 10 toddler children; ages 18 through 36 months. The preschool program will operate in classrooms #2 and #3 and the toddler program will operate in classroom #1. Facility plans to operate Monday through Friday from 7:30 a.m. to 5:30 p.m.

The preschool and toddler indoor space measures a total of 943.81 square feet which is sufficient to accommodate 26 children at one time. The toddler classroom measures 387.93 which is sufficient to accommodate 11 toddlers. The preschool classroom #2, #3 measure a total of 555.88 square feet which is sufficient for 15 children. However due to limited outdoor space licensee is requesting a capacity of 10 toddlers and 9 preschool children. Updated LIC200A received at time of inspection.  The classrooms are equipped with age appropriate furniture and play equipment, tables, chairs, cubbies, bookshelves, and other materials for the children’s use. The classrooms were observed to be orderly, free of hazards and have adequate heating, lighting and ventilation. There is a restroom in the toddler classroom containing one toilet and one sink for the children's use and a changing table within arm's reach of the sink. In addition, the preschool children will utilize a restroom located in the main hallway of the facility containing one sink and one toilet. The number of toilets and sinks is sufficient to accommodate the requested capacity of 19 children. The restroom's and hand washing areas were observed to be in safe, sanitary and operating condition. Uncontaminated drinking water is readily available during indoor and outdoor activities through the use of refillable water containers and cups brought from home. Snacks, breakfast and lunch will be provided by the facility. The kitchen is located in the adjacent building under the infant license. The kitchen contains a staff restroom, a fridge, one sink and cabinets. The isolation area is located in a designated area in the classrooms for ill children. See LIC809-Continuation page..

In addition, the isolation restroom will be the children's restrooms with an designated area for the ill children, if needed. There is a functioning carbon monoxide detector and a first aid kit with required supplies. Disinfectants, cleaning solutions, and other hazardous substances shall be kept inaccessible. The center will be utilizing digital sign in and sign out. Required documents are posted near the directors office.

The outdoor play area for the preschool was inspected and measures a total of 702.54 square feet which is sufficient for 9 children.  The outdoor play area for the toddlers was inspected and measures a total of  750.50 square feet which is sufficient for 10 children.  The toddler and preschool outdoor play areas are separated by a divider. The outdoor play areas are fully fenced and includes outdoor play equipment suitable for the age groups of children to serve. There is no climbing structures or swings. The outdoor activity spaces surface is observed to be free of hazards. There is a shaded rest area available during outdoor play by the use of a canopy. There is no evidence of rodent or insect activity.  Proper supervision and placement of staff during outdoor activities was advised to ensure the supervision and the safety of children. 

This facility plans to provide Incidental Medical Services – IMS. IMS plan submitted and approved. For IMS information, see PIN 22-02-CCP. A fire clearance for 22 children was granted on March 18, 2022. An updated fire clearance will be requested due to capacity change based on limited outdoor space.

The following reports were discussed and provided during the inspection: LIC809 reports and Appeal Rights (LIC9058).  After final file review a license will be issued for 19 children; including 9 preschool children (ages 2 through K) and 10 toddlers (ages 18 through 36 months). Once licensed the license will be mailed to the facility and upon receipt shall be posed in a prominent place in the facility. Exit interview conducted with the Christina Bradley.
