Licensing Program Analyst (LPA) Mok conducted an unannounced increased inspection today. LPA met with the Curriculum coordinator, Cynthia Elekwachi, and an interim Site Director, Thomas Ruan. The purpose of the inspection was explained to them. Per Cynthia, Sean Owens is no longer with CCFC anymore, so the facility is taken care by Thomas Ruan and Cynthia Elekwachi recently until the licensee finds someone overseeing this facility in the near future. There were 19 children with 2 staff plus Cynthia and Thomas present. The facility is located at Richmond District Neighborhood Center. The facility is a combination center. It has 2 preschool programs under 2 different addresses (30th Avenue & 31st Avenue) and license numbers at the same center because the center has different entrance for each program. The operation hours of the facility are Monday to Friday from 7:30AM to 5:30 PM. The program on 31st avenue is run in 2 big classrooms (Sunshine and Rainbow). The main entrance is locked and installed a doorbell with security camera by the doorway. Parents and visitors have to buzz for entry. The facility was clean and in order. Temperature and lighting were adequate. All toxins and harmful objects were either locked or made inaccessible to the children. There were plenty of the age-appropriate toys, books, learning material and equipment, sand/water tables and children's furniture available for children. The toys and children furniture were in good condition. Cubbies were available for the children to store their own belongings by the main entrance. There was a table for the sign in/out by the main entrance. There were a working telephone and first Aid supplies available in the office. There were 2 fish tanks with tide lid in each classroom. There was a big children bathroom with 3 toilets and 3 sinks. There was an additional big sink with 2 faucets available for children in Sunshine classroom. There was a separate staff bathroom next to the children's bathroom. The facility provides breakfast, AM/PM Snacks and lunch to the children. Drinking water was served in the water pitchers with cups in the classroom. LPA also inspected the food preparation area by the office. At least one staff had current CPR/First Aid training certificate available for review during the inspection. The certificate will be expired in 9/2021. The outdoor play yard was completely fenced. It is located on the left of the facility. There was a play structure with soft cushioning underneath to prevent injury. There were some outdoor toys available for the children. Per Cynthia, there were couple of children on special medication. This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative record. All required postings were posted. Lunch menu was posted. Children files and roster were reviewed during the inspection. LPA also obtained a copy of the roster from licensee during the inspection.
