Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the Site Director, Anna Tobin, and explained the purpose of the inspection to her. There were 34 children with 4 staff, 7 Paras, and 3 specialists present during the inspection. This school is a combination center. It has two preschool and elementary school programs on site. The facility's operation hours for the Preschool program are Monday to Friday from 7:30 to 5:30 PM in Rooms #3, #4, #5, and #6 (Special Ed from 8:40 am to 12:40 PM - Monday to Friday). The classrooms #1 & #2 are used for the TK program that belongs to the elementary school program. The rest of the classrooms remain for the preschool program. The multi-purpose room is used by the specialist with the Special needs students sometimes. Per Anna, the preschool program doesn't use the multi-purpose daily anymore. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate in each room, and toxins and harmful objects were locked and made inaccessible to children. There were plenty of age-appropriate toys, books, sand & water tables, learning equipment & materials, and children's furniture that were in good condition and repaired in each classroom. The facility had shared bathrooms with 4 toilets and 2 sinks built between classrooms (#3 and #4), and (#5 and #6) available for children. A children-size counter sink with a water fountain was available for children in each classroom. The facility provides tap water to the children from the faucets in each classroom, and the children bring their water bottles to school daily. The facility covered All electrical outlets and sharp corners. First Aid supplies were available, and the medication was stored in an upper cabinet with a lock and stored up high in each classroom. The medications were stored in a Ziploc bag with the child's name and required documents. LPA reviewed the medication and documents in each room during the inspection. The facility serves Breakfast and lunch that are prepared in a central kitchen and delivered to the facility. The facility prepares snacks for the children on-site only. The breakfast, snack & lunch menus were posted in each classroom. The outdoor play area was completely fenced. The play area had a play structure and was in good condition. The flooring material was soft rubber matting under the structure, and the rest of the play areas were concrete. The facility has girl's and boy's bathrooms available for children at the playground. The play area has two water fountains available for children. An isolation area is provided in the main office with a staff bathroom if needed. At least one staff had current CPR/First Aid training that will expire on 8/6/2024. The facility conducted the fire drill monthly. LPA reviewed 10 children files and staff records, sign-in/out sheets, and obtained a copy of the current children's roster during the inspection. Staff had current Child Abuse Mandated Reporter Training (AB1207) available for review during the inspection. The facility posted all the required postings on-site. The facility passed the Lead Water Test on 6/25/2022.

Criminal Record Clearance - Licensee was reminded that all adults 18 and over living or working in home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Lead Testing – Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four For the following scenarios use the below un-bolded language: • CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES, or • CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE, or • CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE, or • CCC TESTING DEADLINE HAS NOT PAST LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
