25 | On May 28, 2025 at approximately 1:15pm, Licensing Program Analyst (LPA) Melissa Zaragoza conducted an unannounced, case management visit to SFUSD Junipero Serra Early Education School (PS) . LPA met with principal/facility representative, Danielle Loughridge, and explained the purpose of the visit. Present during LPA's visit included 10 teaching staff and 51 children present. Facility is operating within capacity limits and ratio during LPA's visit. Teaching staff present have fingerprint clearance through the school district. Childcare center hours of operation are Monday through Friday, from 7:30am-5:30pm.
LPA conducted a visit in regards to an unusual incident's report that was reported to the department. The unusual incident was reported on, May 20 2025. The incident involves Children C1, C2, C3 Staff S1, and S2. On May 14, 2025 at around 4:30pm. Per director, S1 informed S2 about an incident that occurred at the play structure.
Per director, S1 stated C1, C2, and C3 were playing a game, which resulted in C1 pulling C2's, and C3's pants and underwear down, and touching them inappropriately. Per director C1, shared it was their idea to play, and they were touched inappropriately by C3. Per director, C2 stated they were held down by C1, had their pants pulled, and inappropriately touched. Per director, C3 stated they had their pants pulled down by C1, and inappropriately touched. Per director, they interviewed each child individually, and checked in with them to see how each child felt. Per director, children stated, they were okay and felt fine to be at school.
Per director, parents of the children were informed about the incident. Per director, they notified their supervisor, informed the Office of Equity, and contacted Child Protected Services. Per director, they updated their outdoor zoning area for staff, and re-sent a safety training (title 9) slides, to all staff. Per director, staff were informed of incident, and C1, C2, C3 are always in a planned group dynamic with assigned seating, keeping a distance between each other.
