On April 11, 2022 at 2:50pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with assistant directors, Anthony Consilio and Benjamin Pope and explained the purpose of the visit. Center director, Shelley Pope, previously informed CCLD of temporary absence from facility. Assistant directors are designated with facility responsibility.

Present during inspection included 110 school age children and 12 staff members (included both assistant directors) present. Facility is operating within teacher to child ratio on this date. Hours of operation are Monday to Friday from 3:45pm to 6:30pm. Program is currently operating in cafeteria, school library, upper school yard and lower school yard.

With assistant director, LPA inspected day care areas for health and safety hazards. Entire facility has a smoke alarm system installed and implemented. LPA observed multiple fully charged fire extinguishers, and first aid "cabinet" located in cafeteria. First Aid cabinet is fully equipped with emergency materials if needed. Library used for the program is well ventilated and has age appropriate equipment and furniture. Disinfectants, cleaning solutions and other potentially harmful objects were stored inaccessible to children in off limit areas. The furniture and equipment are age appropriate and in good working condition. Storage for children's belongings are located outside the cafeteria.

All restrooms were observed to be in proper working order with appropriate sanitation products. Restrooms available to children allow for individual privacy. Staff sign children in and out of program in facility's outdoor area. Upper and lower yard were observed not to have any play or climbing structures. Children are provided with outdoor equipment which are age appropriate and in good working condition. Facility is apart of SFUSD food program. All food is stored in cafeteria and properly prepared to avoid contamination. Individual drinking bottles and accessible water fountains are available throughout facility.

Program offers different activities that provide a time for children to complete homework, have outside play, arts and crafts and indoor play time. Program has license and all other required documents posted and available for review located in cafeteria. Last emergency disaster drill was conducted 03/16/2022. Emergency drills are conducted at least once every 6 months and are properly documented.

LPA reviewed facility records which included 16 random children's files and 12 staff member's files (whom were present during inspection) which were complete. Children's files have record of emergency information identification available for review. Staff files provide proof of required immunizations. At least one staff member on site has a valid CPR ad First Aid certificate that will expire 03/2024.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Assistant director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Assistant director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. If you have any questions regarding the process or tools, please send them by email to inspectionprocess@dss.ca.gov. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process.
