Licensing Program Analyst, Luis J. Gomez met with Margaret Lazzarini, Site Director. The purpose of the visit was explained to Site Director and is for an annual inspection. Program operates 1 classrooms and 1 outdoor area. Facility is operating a PreK program and the hours of operation are Monday- Friday, 7:30am- 5:30pm. Present are Site Director and 4 Staff supervising 8 children. Facility was inspected indoors and outdoors for Health and Safety hazards. Director stated some children attend the half day program till 12:30pm. For children who take naps, the facility has cots are available in the hallway. LPA Gomez observed classroom has age appropriate toys and equipment that are in good repair. Classroom has acceptable ventilation and ample lighting. Each classroom is equipped with a functioning smoke and carbon monoxide detector and a fully charged fire extinguisher. First Aid Kit and Emergency supplies are properly maintained and kept inaccessible to children. All leaning products and Toxins are maintained inaccessible to children in an off limit area. Emergency drills are done monthly and logged, with the last drill conducted on 6/1/2019. Children's bathroom is equipped with 3 toilets. Restrooms are maintained clean, in good repair, and with adequate supplies for the children. Staff use a separate restroom located upstairs. Program uses outside sections of the patio for arts and craft, free play and physical activities. Children are not allowed to go beyond the set boundaries unless supervised by a Staff. Outdoor play area is free of debris and dangerous conditions. All outdoor toys and equipment are age appropriate and in good repair and nontoxic paints. Drinking water is readily available indoors and outdoors and replaced daily by staff. Program provides all daily snacks and children bring their own meals if needed. Director stated program adapts meals to children’s specific needs. All required Licensing information is properly posted next to the front door. LPA Gomez reviewed Personnel’s Files, Children’s files and Facility Roster during today’s visit. LPA Gomez observed facility personnel have not completed the mandated reporter training. LPA observed Children's Files and facility roster are complete and up-to-date. LPA observed all Personnel’s CPR certifications are current, expiring in 2021.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Site Supervisor was reminded that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Site supervisor was informed about the Provider Information Notices (PINs) on CCLD website. Site Supervisor was reminded to make sure all staff have Mandated Reporter Training certificate on file.

New staff have 90 days to compete the training. The training must be renewed ever 2 years. The requirement is not met as evidenced by; LPA Gomez observed facility personnel have not completed the mandated reporter training. This is a potential health and safety risk to children in care.
