On November 30, 2022 at approximately 2:00pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with executive director, Leslie Einhorn, and explained the purpose of the inspection. Program is an after school program that operates at Rooftop Elementary School. Children enrolled in program attend elementary school.

Present during inspection included 155 school age children and 27 staff members (including executive director). Facility is operating within capacity limits and ratio during LPA's visit. Hours of operation are Monday through Friday 3:45pm to 6:30pm and Wednesdays 2:30pm to 6:30pm. Program is currently operating in multi-purpose room, school yard, Room #001, 005, 101, 107, all Bungalows except B16.

With executive director, LPA inspected day care areas currently being used for health and safety hazards. Entire facility has a smoke alarm system installed and implemented through school district. LPA observed each classroom and Bungalow to be equipped with fully charged fire extinguishers and smoke alarm system. Main CASA Bungalow is equipped with a working carbon monoxide detector.

Children are separated into separate classroom by grade and are assisted with at least 2 staff members at a time. LPA observed classrooms to be well ventilated and to have age appropriate equipment and furniture. Storage for children's belongings are located outside each classroom and each Bungalow. LPA observed staff to be consistently communicating with each other on whereabouts of each child enrolled.

All restrooms were observed to be in proper working order with appropriate sanitation products. Restrooms available to children allow for individual privacy. Staff sign children in and out of program via an application. Parents sign children out through CASA Ipad.

School yard playground consists of a climbing structure that was observed to have resilient padding underneath. Program provides afternoon snacks that are stored in main CASA Bungalow. Individual drinking bottles and accessible water fountains are available throughout facility.

Program offers activities that provide children time to complete homework, have outside play, arts and crafts and indoor play time. All required licensing documents are properly posted in main CASA Bungalow. Last emergency drill was conducted 10/12/2022. Emergency drills are properly documented.

LPA reviewed facility records which included 10 random children's files and 10 staff member's files (whom were present during inspection) which were complete. Children's files have record of emergency information identification available for review. Staff files provide proof of required immunizations. At least one staff member on site has a valid CPR and First Aid certificate that will expire 09/2023.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Executive director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on file. LPA encourages the executive director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Executive director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
