On 1/21/2022 at 9:45A.M., Licensing Program Analyst (LPA), Luis J. Gomez met with Principal, Valerie Hoshino. Purpose of the inspection was explained and was for an unannounced Annual/ Random inspection. This preschool program operates at Las Americas Early Education School. Present was the Principal and 11 staff supervising 23 children. Preschool program operates in classrooms: #101, #102, #103 and utilizes one shared outdoor play yard. Outdoor space waiver was observed during inspection. Hours of operation are Monday- Friday 7:30am- 5:30pm. Classroom #101 follows the SFUSD, yearly calendar. All children present had been properly signed-in. Staff receive their criminal record clearance through the school district. LPA inspected facility, indoors and outdoors, for health and safety hazards.

At 9:50A.M., LPA observed the following: Classrooms were clean and orderly with a variety of age-appropriate books, blocks and supplies for the children. All floors and surfaces were free of obstructions. Classrooms had labelled cubbies for storage of each child’s belongings. Manipulative and supplies used for instruction were free of sharp edges or splinters. Classrooms had several wooden child sized tables and chairs for snack and activities. All fixtures, located in children's bathrooms, were in proper operating condition. Bathrooms had adequate supplies for the children. The staff restroom are located separately. For napping services, program provides cleanable napping cots, which are assigned to each child. Per Teacher, children's napping supplies are taken home weekly to be washed. Classrooms had acceptable ventilation and lighting. Detergents, cleaning supplies and toxins are stored inaccessible to children. Classrooms have functioning smoke detector, carbon monoxide detector and fire extinguishers (2A:60BC) located in the hallway. First aid kit was fully stocked.

At 10:50A.M., LPA inspected the outdoor play area. Outdoor play area was enclosed with tall fencing and equipped with shading/ resting areas. Space was observed free of debris or hazardous plants or objects. Playthings inspected were in good repair and play structure had been properly anchored. Water services are provided for day-care children using accessible fountains. (REFER TO 809-C FOR CONT.)

At 11: 00A.M LPA review facility records including 10 children’s files and 6 personnel files. Staff files reviewed and included: Proof of Education, Notice of Employee Rights (LIC9052), Criminal Record Statement (LIC508) and Declaration to Report Suspected Child Abuse (LIC9108). LPA reminded facility to updated required immunization records for all staff. All staff had their updated mandated reporter certification training.

Children’s files reviewed were complete and included: Consent for Medical Treatment (LIC627), Proof of Updated Immunization Record, Identification of Emergency Information (LIC700), Health History, Personal Rights (LIC613A) and Notification of Parent’s Rights (LIC995).

Present staff members had their current CPR/ 1st aid certification, which expires on: 8/20/2023. Emergency disaster drills are conducted every six months with the last drill done on, 10/18/2021 and properly logged. Facility provides all daily meals for day-care children. Refrigerators in classrooms were observed clean and in proper use. LPA observed required posting in facility, including: License, Parents Rights (PUB393), Emergency Disaster Plan (LIC610) and Outdoor Space Waiver. LPA reminded facility to posted updated snack and lunch menu for families monthly.

At 10:25A.M., Based on observations, LPA confirmed Emergency Disaster Plan (LIC610) located in classrooms #102, and 103 and had not been updated with currently employed personnel. During inspection, Advisory Note: Technical Violation was issued to facility. During inspection, LPA reviewed children’s medication stored in the classrooms.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manuel – Regulations Interpretations and Procedures for Child Care Centers Section 101173 and 101226. When an IMS is provided, an updated Plan of Operations that includes IMS must be submitted to the Department. Based on today's inspection, no deficiencies were observed in the areas evaluated according the Title 22 Division 12 Ca. Code of Regulations. Exit interview was discussed with Principal, Valarie Hoshino and her signature of this form acknowledges receipt of these documents.
