Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Xiao Ling Liao, and 2 helpers. All adults had fingerprint clearance. LPA explained the purpose of the inspection to her. There were 10 children including 3 infants with 2 helpers present. Per the licensee, one of the infants was her granddaughter. Her granddaughter doesn't come to her daycare regularly. Licensee owned this 2 stories single-family house. Licensee lived in the house with her husband and 3 tenants. All adult residences have fingerprint clearance. The daycare operation hours were Monday through Friday from 8:00 AM to 5 PM. The daycare area was located on the lower level. There was a side gate for the Children enter to the facility. A doorbell with a camera system was installed at the gate. The Daycare areas were the entire lower level of the house & backyard. The Off-limits areas were the entire upstairs, garage, and storage room downstairs. LPA inspected the facility for health and safety hazards. The facility was clean and in order. Temperature and lighting were adequate. All toxins and harmful objects were either locked or made inaccessible to daycare children. There were plenty of age-appropriate toys, books, learning materials, and children’s furniture available for children. The Children’s furniture was in good condition. The facility had a fully charged 2A10BC fire extinguisher, a working home telephone, working 2in1 smoke and carbon monoxide detector and first aid supplies. and first aid supplies available in the daycare areas. Licensee also has installed carpet and soft cushioning to the entire floor in the daycare areas to prevent injury except for bathroom areas. Boosters were available for feeding only. Cots were used for napping. They were stored in the corner of the daycare areas. Cubbies were available for children to store their belongings by the main entrance. The children’s bathroom was clean and free of hazards. All lower kitchen cabinets were latched. Gates were used between the kitchen and hallway, and a stairway to the upper level. There was a door between the kitchen and play area to prevent children's access to the off-limit area. Childproof knobs were installed on the doors to prevent children's access to the off-limit area. All electrical outlets were covered. All sharp corners were covered. The facility provides breakfast, AM/PM snacks, lunch, and dinner to daycare children. Per the licensee, there were no guns, no weapons, and no pets in the house. The outdoor play area was completely fenced. Licensee has installed carpet to the entire ground at the play area to prevent injury. There was no harmful object observed in the play area during the inspection. There were plenty of age-appropriate toys, playhouses, slides, and ride-on toys available to the children. Disaster drill has been conducted monthly and logged. The latest drill was conducted on 7/2023. The licensee and helpers had current CPR/First Aid Training certificates for review during the inspection; they will expire on 5/13/2025. Per the licensee, there were no children on special medication. The licensee posted all required postings. LPA reviewed the children's and staff files, 15 minutes nap log, and obtained a children's roster from the licensee during inspection. The licensee and helpers had current Child Abuse Mandated Reporter Training that will expire in 5/2024.
