25 | On March 08, 2023 at approximately 12:40pm, Licensing Program Analyst (LPA) Winnie Ly conducted an Unannounced Required - 1 Year Visit at and met with Site Director, Irina Florya. Purpose of the inspection was explained. There are 6 children and the Director present during the visit. The facility has fully charged fire extinguishers that meet the minimum requirements, smoke detectors, and a carbon monoxide detector. The facility operates Monday - Friday from 8:00 AM to 6:00 PM. The center uses a clip board for parents to sign children in and out of the program. However, currently parents are calling the facility to bring their children to the door so Director is the one signing children in and out of the program.
LPA and Site Director inspected the center for Health and Safety Hazards. There are no pools, spas or other bodies of water on the premises. Per the Site Director, there are no firearms or weapons in the center. Adequate first aid supplies are available. Sick children will be separated from the group while waiting for parents to pick up. All cleaning supplies and other potentially harmful items are stored inaccessible to the children. Per Director, currently no children need medication on a daily basis. Furniture and equipment are in good condition, free from loose, sharp or pointed parts. Children's bathrooms are in working order with adequate supplies. All solid waste storage containers have tight fitting lids. Drinking water is provided by disposable cups. Facility provides breakfast, morning snack, lunch and afternoon snack to children. Food are being prepared off site and deliver to facility.
During today's visit, LPA reviewed Director's file. Based on staff file review, Director's Pediatric CPR & First Aid Certification has been expired. In addition, Director's Child Abuse Mandated Reporter Training is not on file. Type B deficiencies are being issued on this day in accordance with the California Code of Regulations, Title 22, see LIC 809D.
On this day, facility also is being cited for not having lead test for its drinking water. Drinking or cooking water sources must be tested for lead no later than January 1, 2023. Type B deficiency are being issued on this day in accordance with the California Code of Regulations, Title 22, see LIC 809D.
