On March 13, 2023, Licensing Program Analyst (LPA) Van met with the Principal, Paul Lister. Today's purpose of the inspection was to conduct an initial complaint investigation received on March 6, 2023. A lead teacher, two paraprofessionals, and personnel from SFUSD who came three times a week to teach Vietnamese lessons supervised 17 children.
LPA inspected the classroom, interviewed staff and observed the inaction between the children and staff. Based on observation, LPA noted that on two separate occasions, S1 pulled a child (C1) under their arms and pulled them to another area. In addition, the staff interviewed also corroborated the allegation.

This facility must provide a copy of this report to the parents/ guardians of children currently enrolled and parents of newly enrolled children during the next 12 months. A signed and dated LIC 9224 (Acknowledgment of Receipt of Licensing Reports) shall be maintained in all Children's files. Today's report was read and signed by the Principal. A complaint report, a notice of site visit, deficiency, and appeal rights were printed and provided to the Principal.

The Center shall ensure that no child's personal rights will be violated. All staff will require in-depth training on Personal Rights and handling difficult children. Proof of completion of training and attendance will be submitted to Licensing.

This requirement was not met, as evidenced by observation and interviews. LPA observed on two separate occasions that S1 pulled a child (C1) under their arms and pulled them to another area. In addition, the information obtained from the staff interviewed also corroborates the allegation. This poses a potential health and safety risk to children in care.
