Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the Site Director, Yanina Escalante (Nina), and explained the purpose of the inspection to her. There were 26 children including 12 infants and 14 toddlers with 9 staff present. All adults have fingerprint clearance. The facility operation hours are Monday to Friday from 8 AM to 5 PM. The facility uses an electronic sign-in/out system. The waiver of the electronic Sign in/out was granted. This facility is a combination center with Preschool and Infant with toddler option programs. The infant program with the toddler option runs in rooms #1 to # 4. Rooms # 3 and #4 are used for Toddler's program. Rooms #1 and #2 are used for Infant's program.
LPA toured and inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and toxins and harmful objects were made inaccessible to children. There were plenty of age-appropriate toys, books, water tables, learning materials and equipment, and children's furniture that were in good condition and repair available in each classroom. All electrical outlets were covered. The facility had a food composer with a tight lid in each classroom. Cubbies with children's names and pictures were available for children to store their belongings in each classroom. Mats and cribs with children's names were used for napping. The nap room for infants was inspected during the inspection. Drinking water was readily available and served in a water pitcher with cups in each classroom. The Children's bathrooms are located between Classrooms #1 and # 4, and #2 and #3. The bathrooms are shared with the children between #1 & 4, and #2 & #3. Toilets and sinks were reachable by children. There were 2 changing tables available in each bathroom. Toilet paper, soap, and towels were available in each bathroom. There are separate toilets and sinks available for staff in the center. The facility provides Breakfast, lunch, and PM snacks to the children. There was a food prep kitchen between rooms #1 & #4, and #2 & #3. Each kitchen has its refrigerator. The food preparation area was inspected. The food is prepared and delivered by Chefables to the center daily. A kitchen across from the Family Advocate office is used as the food preparation area. The kitchen was inspected during the inspection. The kitchen was clean and in order. All trash cans had tight lids in the kitchen. The facility provides formula to the children who are under 1 year old. Also, Parents might bring the breast milk in a bottle with the child's name label to the center if necessary. The food Menu was posted outside by the classroom entrance. The facility has an outdoor play area adjacent to each classroom. The outdoor play areas were completely fenced. The facility also has a fenced common play area (Garden area - that is next to the rail) that is shared by the Preschool and Toddler with the schedule. The waiver of outdoor playgrounds was granted. There were some outdoor toys, play structures, water & sand tables, a sandbox, and ride-on toys available to children in each play area. All the toys were in good condition. Soft rubber matting was available for infants in the play area. First aid supplies were available in each classroom. Medication was stored in a locked backpack and made inaccessible to children in each classroom. There were Earthquake emergency items available in each room. There was a pulldown fire alarm system installed in each room. At least one staff had current CPR/First Aid training in the center. Disaster drill was conducted monthly and logged. There were a couple of children on special medication. LPA reviewed staff and children's files, 15-minute nap check logs, diaper changing logs, and sign in/out apps, and obtained a copy of the current children's roster during the inspection. All staff had completed the Mandated Reporter Training. All required postings were posted. The facility passed the Lead Water Test on 1/14/2022.

Criminal Record Clearance - Licensee was reminded that all adults 18 and over living or working in home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing – Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four For the following scenarios use the below un-bolded language: • CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES, or • CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE, or • CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE, or • CCC TESTING DEADLINE HAS NOT PAST LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Safe Sleep - LPA discussed the safe sleep regulations with the Site Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
