On May 9, 2023., Licensing Program Analyst (LPA) Van met with Site Supervisor Wei Ying Jiang and Program Director Heidi Lamar for an unannounced annual random inspection. The Center is a combination center with an infant with toddler component and preschool programs. The preschool program operates under separate license #384000988. Today, 20 infants & toddler children are supervised by 9 teachers. The facility complies with the Staff-Infant ratios today. The program operates in two classrooms. The toddler room is called the Rainbow for 18 – 36 months, and the infant room is called Boboh for 0-24 Months.

LPA and the Director inspected the Center for Health and safety hazards. The facility utilizes an electronic sign-in / out for parents or authorized representatives. The Center is clean and orderly. Heating, lighting, and ventilation are adequate. The facility has age-appropriate toys, furniture, cribs, changing tables, and equipment. LPA observed no pools, spas, or other bodies of water. LPA did not observe any baby bouncers or walkers at the Center. Per the Director, there are no firearms or weapons at the Center. All cleaning supplies or potentially harmful items are stored and inaccessible to the children. Separate staff bathrooms are available. All solid waste storage containers have tight-fitting lids. The facility has more than one carbon monoxide detector, a centralized smoke alarm, and a fully stocked First Aid kit.

There are cubbies available for children's belongings with names labeled. LPA observed that the diaper changing tables have at least 1" thick padding, are covered with disposable paper, and have sides raised to a minimum of 3".

The changing tables are within arm's reach of the sink, and disposable wipes are used to clean after each use. A separate napping area allows children to nap or rest without distraction or disturbance. There is sufficient sleeping equipment, cribs, and cots for each child. Mats and bedding are appropriately stored. The breast milk/formula is stored appropriately in the refrigerator, and each bottle is labeled. Per Director, the facility provides formula and diapers to the children. LPA observed that the food prep area was clean and organized. LPA informed the Director that each toddler group is not exceeding 12 toddlers.

The outdoor infant and toddler play area is free from debris and dangerous conditions. A gate separates the infant play area from the 'Toddler' play area. All outdoor toys and equipment are age-appropriate and in good repair. Drinking water is readily available indoors and outdoors.

LPA reviewed personnel's and children's records. A sample of children's files was checked and found to have medical assessments, needs, services, feeding plans, and signed admission agreements. Staff files are organized, complete, and have documentation of education credits. All staff members have valid CPR cards in files and have immunization documentation for Measles, Pertussis, and Influenza. LPA also observed that the facility had posted the required forms. (i.e., License, menus, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan). The Director stated that Fire and Earthquake drills are done monthly, and the last fire drill was conducted on 4/28/2023 and properly documented.

The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with the Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Director was informed about Mandated Reporter training available on the CCLD website. In addition to AB1207 training required to complete every two years by the Licensee and all staff hired, a one-time General Training is also required. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticides training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. During the inspection, LPA requested the following documents to be sent to Licensing office by May 19, 2023.
-Emergency Disaster Plan (LIC 610)
-Personnel Report (LIC 500)
-Designation of Administrative Responsibility (LIC 308).

No deficiencies were cited today. An exit interview was conducted, and the report was reviewed with the Director, Heidi Lamar. Today's report and site visit notice was provided to the Director. LPA informed the Director that the site visit notice must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
