13 | Licensing Program Analysts (LPAs) Van and Leong conducted a conclusion inspection of the above allegations. LPAs met with Licensee Juliya Cherdak, and the purpose of the inspection was explained. The facility complied with the license capacity and limitations today. All adults living or working in the home have a criminal background clearance on file. During today's inspection, LPAs interviewed staff and children. Present at the center is 12 children with Licensee and two helpers.
LPAs interviewed staff members, parents, and children as part of the investigation. Inspected the daycare and made observations. In addition, children's rosters and relevant information were obtained and reviewed. Based on the information gathered, interviews, and classroom observations of children and staff interaction with children on several prior inspections. There was insufficient evidence to prove that staff hit daycare children, staff pulled daycare child's hair, and staff inappropriately disciplined daycare children. Per Licensee, the facility does not have a discipline policy. However, the Licensee and helpers use a supportive manner to promote children's interaction, utilize love and kindness, and firmness and consistent. Based on interviews, the facility does not use isolation and time-out, and no physical discipline is used. Staff understood children's personal rights.
Although the allegations of staff hitting daycare children, staff pulling daycare child's hair, and staff inappropriately disciplining daycare children may have happened or might be valid. There is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegations are found to be 'Unsubstantiated.'
