On October 4, 2022 at 8:50 AM, Licensing Program Analyst (LPA) Cowan met with Teacher Aiqing Huang, for an unannounced annual random inspection. Present today is 6 staff, and 11 children in care. The director is on vacation this day. At 10:00 AM, the program manager and program director arrived to help with the inspection. Staff to child ratio was met on this day. The center operates Monday - Friday 7:30 AM to 5:30 PM. The center has three classrooms: Mobile Infants, Toddlers, and Baby Room.

LPA inspected the infant day care area for health and safety hazards today. The center is clean, orderly and in good repair. There are no pools, spas or other similar bodies of water on site. Per Manager, there are no firearms or weapons on site. Cleaning supplies and other potentially harmful items are stored inaccessible to the children. All furniture and equipment are clean and in good working condition. The center's furniture and equipment are age appropriate. There is a sufficient quantity of cribs, table/chairs and changing tables meet the capacity. Bedding is cleaned by facility once a week. Formula is provided by parents while the facility provides meals for older children. Changing tables are within an arm’s reach of a sink. The center has a carbon monoxide detector which was not tested due to infants sleeping. LPA observed infants were supervised by staff in the classrooms and in the napping area. All solid waste storage containers have secure lids. The outdoor play area designated for the infants and toddlers was clean and in good repair. All toys and equipment are in working condition. Per staff, all small toys are cleaned daily. Areas under slides and other high climbing equipment is adequately cushioned poured rubber and artificial turf.

At 10:05 AM, Staff files were reviewed. All staff have criminal record clearances on file. Education units are on file for teaching staff. At least one staff member on site has current CPR/First Aid certification. At 10:08, LPA observed that 2 staff did not have Measles vaccinations on file. This is a potential risk to children in care. A type B violation is issued this day. Children's files were reviewed. Children's files are complete with required Licensing documents.

LPA discussed Facility files with Manager. LPA discussed safe sleep in great detail.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Manager was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Manager is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificates on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
