25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, WanZhen Chen, and a helper. The licensee was not at home when LPA arrived. Per a helper, the licensee had the appointment. The helper called and notified the licensee LPA showed up for the annual inspection. The licensee arrived home within an hour. All adults have fingerprint clearance. There were 5 children including 2 infants napping with a helper upon LPA's arrival. The facility is also called "Angel Family Day Care" and the operation hours are Monday and Friday from 8 AM to 5:30 PM. The licensee rents and lives in this 2 stories single-family house with her husband, her daughters (Minor), & her mother. The daycare areas were the entire lower level and backyard. The off-limit area was the entire upper level. LPA toured and inspected the facility for health and safety hazards. A gate was installed at the stairway to prevent children's access to the upper level. The facility was clean and in order, the temperature and lighting were adequate and toxins and harmful items were locked or made inaccessible to children. All electrical outlets and sharp corners were covered. The fireplace was blocked. There was a fully charged 2A10BC fire extinguisher, a working telephone, a working 2in1 smoke and carbon monoxide detector, and first aid supplies available in the daycare area. Per the licensee, there were no guns, no weapons, and no pets in the house. All the lower kitchen cabinets and drawers were either latched or free of harmful objects. Cots and cribs were used for napping. High chairs were available for feeding only. There were plenty of age-appropriate toys, books, learning materials, and children’s furniture available in the daycare. A gate was installed at the kitchen entrance to prevent children's access. The children’s bathroom was clean and free of harmful objects. The outdoor play yard was completely fenced. Soft cushioning was installed on the entire ground to prevent injury. There were plenty of age-appropriate outdoor toys, playhouses, play structures, and ride-on toys available for children. Gates were installed at the outdoor stairway. The facility provides breakfast, AM/PM snacks, and lunch to the children. The licensee and her helper had current CPR/First Aid certificates that will expire on 7/14/24 & 6/24/25. The licensee had current Child Abuse Mandated Reporter Training that will expire on 6/2025. Per the licensee, there were no children on special medication. LPA reviewed the children's files and obtained a copy of the current children's roster during the inspection. The facility has conducted the fire drill at least 2 times a year and logged. The facility had current Child Care Insurance that will expire in 5/2024.
