25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today, LPA met with the licensee, Nedyalka Stavreva (Nelly), and 2 helpers. All adults had fingerprint clearance. Licensee used to have her own child helping her as a helper daily, but her family member was sick today. LPA observed 8 children that included 3 infants with 2 helpers present upon LPA's arrival. LPA explained a purpose of the inspection to the licensee. One of the helper left during the inspection. The home was a two unit three story Duplex house. License has rented one of the unit included the ground floor and the first floor. Current residents of the home were Licensee, her husband and her son. The entrance of the daycare was from the side gate on the left of the house. The licensee installed the Surveillance cameras in the daycare areas for security purpose. The name of the facility was called "MAGIC KINGDOM OF LEARNING". The facility's hours were Monday to Friday from 8 AM to 5:30 PM. The daycare areas were the entire ground floor that including: a play room, study room, two smaller classrooms in the back, two bathrooms and the backyard deck. The entire second floor and the garage on the ground floor were off limit to children. The home was toured and inspected for health and safety hazards. The facility was clean and in order; temperature and lighting were adequate. The licensee made the toxins and harmful objects inaccessible to the children. The facility had a fully charged 2A10BC fire extinguisher, working carbon monoxide and smoke detectors, and first aid supplies available. There were plenty of the age-appropriate toys, books, learning material, and children's furniture in good condition and repair, Licensee installed gates at the entrance between kitchen and main daycare play area and a room in the back to prevent children accessing the off-limit areas. All the electrical outlets were covered. Licensee used play pens and cots for napping, and high chairs for feeding only. The children's bathrooms were clean and in order. The lower bathrooms sink cabinets were either free of harmful objects or blocked by a diaper changing table. The licensee installed carpet to the floor as the soft cushioning to prevent injury. The outdoor play area was completely fenced. The area was clean and in order. Licensee installed gates at the stairway to prevent children access to the off-limit area. There were plenty of age-appropriate toys, play house, slide structure with soft cushioning underneath, and ride-on toys available for children. Per licensee, there were no children on special medication. LPA reviewed the children and staff files during the inspection. Facility has purchased liability insurance for her day care that will expire in 7/2023. LPA obtained a copy of the current children's roster during the inspection. Licensee and her helpers both have current pediatric CPR and First Aid training, and Mandated Reporter Training. All the required postings were posted in the daycare areas. The facility has provided breakfast, AM/PM snacks, and lunch to daycare children, The facility has conducted the disaster drill 2 times a year, and logged. The latest one was conducted in 1/2023. LPA inspected the 15 minutes nap check logs during the inspection. The facility had no guns, pets, and weapons.
There was no deficiency cited today under Title 22, Div.12 and Chapter 3.
